FYI – Olive Streetscape Project Phase III – Request to eliminate a pedestrian crossing on <br />Olive Boulevard west of Hanley Road <br /> <br />Commissioner Henderson introduced Lee Cannon, the City’s Traffic Engineer consultant. Mr. <br />Cannon provided a power point presentation titled “ADA Review Northwest Corner of Hanley at <br />Olive”. <br /> <br />In his presentation, Mr. Cannon explained the three (3) proposed designs for the intersection of <br />Olive Boulevard at Hanley Road, and how these alternatives are not completely compliant with the <br />Americans with Disabilities Act (ADA) standards as follows: <br /> <br />1. Horner & Shifrin’s design: Does not meet ADA mandates since no level landings are <br />provided. Missouri Department of Transportation (MoDOT) approved the plans as-is, <br />however, MoDOT indicated preference to delete the west crossing. If ADA is not met, the <br />City may not be allowed to construct the approved plan, or if constructed per plan, the City <br />may be exposed to law suits. <br />2. MoDOT’s proposed design: Does not meet ADA mandates since a level landing cannot be <br />constructed at the curb due to the existing grade. <br />3. CBB’s proposed design: Does not meet ADA mandates since a level landing cannot be <br />constructed at the curb due to the existing grade, but allows crossing to remain. A design <br />variance from MoDOT will be required. This design is closer to meeting ADA mandates <br />than the other two designs. Requires addition of two (2) signal pushbuttons. <br /> <br />CBB recommended keeping the crossing on Olive Boulevard west of Hanley Road for the <br />convenience and safety of all users. Pedestrian activity is present in the area due to schools, <br />grocery stores and Walgreens. <br /> <br />Commissioner Bondareff questioned if it is worth consulting with the City’s Attorney to find out if <br />making this improvement does indeed decrease the City’s liability for non-ADA compliance.
