<br />approved set of construction plans by MoDOT with no design variance and the design on these <br />plans does not meet ADA. Mr. Cannon explained that unless the entire road at the intersection and <br />beyond is reconstructed, ADA mandates cannot be met at this particular location. <br /> <br />Mr. Cannon recommended to the Traffic Commission the following: <br />1. To keep the pedestrian crossing on Olive Blvd west of Hanley Road, <br />2. Revise the construction plans prepared by Horner & Shifrin to incorporate CBB’s design <br />and bring the design as close as possible to ADA compliance and send a request for a <br />design variance to MoDOT, and <br />3. Properly document all supporting information. <br /> <br />Officer Margul asked if that intersection can be removed from the plans. Mr. Cannon explained <br />that it is an option and Mrs. Gutierrez explained that MoDOT will need to be consulted since <br />definitions on project limits and scope of work are very stringent on this federally funded project. <br />More importantly, the removal of this corner will need to be approved by MoDOT since the <br />improvements are located in MoDOT’s Right-Of-Way. <br /> <br />Commissioner Brot moved a motion to approve CBB’s recommendation. The motion was dropped <br />since this is a non-action item. Mrs. Gutierrez explained that the purpose of this item at this <br />meeting was to learn about CBB’s analysis and recommendations. Councilmember Crow stated <br />that a non-action item cannot be turned into an action item. Mrs. Gutierrez explained that this item <br />will be added to the next Traffic Commission agenda as an action item in the month of April 2011, <br />before construction starts. If more time is needed the City can ask the contractor to start at the <br />other end of the project to allow time to make a final decision. <br /> <br />Commissioner Henderson asked Mrs. Gutierrez to introduce the new City Engineer. Mrs. <br />Gutierrez welcomed Mr. Sinan Alpaslan, P.E.; new City Engineer who started working for the City <br />in December of 2010 and is assisting with all Public Works projects and traffic issues. <br />Commissioners welcomed Mr. Alpaslan. <br /> <br />2. Approval of Minutes December 8, 2010 <br /> <br />Commissioner Henderson explained that the approval of the minutes are connected to the item in <br />the agenda to follow, regarding strict enforcement on the 7000, 7100 and 7200 blocks of Pershing <br />Avenue, and asked to hear a motion. <br /> <br />Commissioner Brot made a motion to approve the minutes from the December 8, 2010 meeting <br />minutes, seconded by Commissioner Bondareff. <br /> <br />Commissioner Henderson asked if there were any questions. Commissioner Henderson had a <br />question related to the request to eliminate the 7000, 7100 and 7200 blocks of Pershing Avenue <br />strict enforcement zone, as noted in the December 8, 2010 minutes, the request was to lift the <br />traffic regulation on Pershing Avenue that relates to the No Tolerance Strict enforcement Zone and <br />also the changing of the speed limit from 25 to 20 mph. Currently Commissioner Henderson is <br />under the understanding that the commission has been asked to change the original request. <br /> <br />Commissioner Bondareff explained that the last meeting’s decision was to request that the City <br />Council extend the Flynn Park School Zone on Pershing Avenue to the east up to Big Bend <br />Boulevard, in order to keep the speed limit at 20mph. This extension of the School Zone was <br />approved at the last City Council meeting. <br /> <br />Councilmember Crow stated that at the last City Council meeting, when the No Tolerance – Strict <br />Enforcement Zone was discussed, there was a concern about the implementation of a new policy <br />relating to No Tolerance Zone in all school zones.
