<br />broader implication not only for school areas, but also for the Police department due to the need <br /> <br />for more enforcement. <br /> <br />Officer Margul explained that when Police enforced the strict enforcement restriction on Pershing, <br />there was a mandatory court appearance as part of the process. Officer Margul provided an <br />example on the internal procedures change: In the past, a pedestrian crossing violation received a <br />ticket with mandatory court appearance. Since the amount of violations increased significantly, the <br />mandatory court appearance is not required anymore. Officer Margul stated that fines would be <br />higher in strict enforcement zones and an option to consider would be no mandatory appearance <br />in court, to create less inconvenience to the resident. <br /> <br />Motion on the floor to approve the minutes was unanimously approved. <br /> <br />Commissioner Bondareff asked Councilmember Crow if the Council’s pleasure was to extend the <br />no tolerance zone areas around all the schools. Also, Commissioner Bondareff asked if the <br />Council thinks that school zones ought to be no tolerance. Councilmember Crow stated that the <br />surrounding school zone area around the school was questioned to be whether two or three <br />blocks, and whether it would apply to all High School, Middle Schools and Elementary Schools, but <br />most importantly that there should be consistency in the application of a future policy developed for <br /> <br />No Tolerance Zones. <br /> <br />3. Request to eliminate the 7000, 7100 and 7200 blocks of Pershing Avenue strict <br />enforcement zone. <br /> <br />A request is in place for the Traffic Commission to consider recommending to the City Council <br />lifting of the traffic restrictions currently in place on Pershing Avenue that relate to “No Tolerance <br />Zone - Strict Enforcement”. <br /> <br />Commissioner Bondareff proposed taking no action on this item, leaving the signs in place and not <br />enforcing them. Mrs. Gutierrez explained that there are two options: one is to remove the strict <br />enforcement restriction, including the removal of the signs, and the other option is to keep the <br />restriction and make it official, including the installation of the proper signage as shown on the <br />drafted policy for establishment of No Tolerance Zones. <br /> <br />Councilmember Crow explained that as part of the No Tolerance Zone implementation, Council will <br />be looking to have no mandatory court appearance. <br /> <br />Officer Margul explained that Flynn Elementary School is located on Waterman Avenue, and there <br />will be a possibility that residents on all the streets in this neighborhood would like to have this <br />restriction. <br /> <br />Mr. Alpaslan explained that the school zone and strict enforcement can be independent subjects in <br />the new administrative policy that has been drafted to establish the criteria to include streets into <br />the No Tolerance Zone. <br /> <br />Commissioner Smith made a motion to remove the 7000, 7100 and 7200 blocks of Pershing <br />Avenue from the strict enforcement zone, seconded by Commissioner Womack and unanimously <br />approved. <br /> <br />Mrs. Gutierrez asked Officer Margul to review the “No Tolerance – Speed Limit Strict Enforcement <br />Zone” policy and provide comments from the Police Department to incorporate into the <br />administrative policy. <br />Traffic Commission Minutes – March 9, 2011 Page 3 <br /> <br />
