<br />Plan Commission <br />Minutes <br />January 26, 2011 <br />The Plan Commission held their regular meeting in the EOC Room located at City Hall, 6801 <br />Delmar Boulevard, University City, Missouri on January 26, 2011. The meeting commenced at <br />7:05 pm. <br />Voting Members Present Members Absent <br />Ben Halpert, Chairperson Lisa Greening <br />Tom Byrne Deidre Lewis <br />Paulette Carr Ben Senturia <br />Nova Felton <br />Stephen Kraft, Council Liaison <br />Staff Present: Andrea Riganti, Director of Community Development; Zach Greatens, Planner <br />Approval of Minutes <br />The Chairperson stated that the Commission would consider approval of the minutes from the <br />November 16, 2010 meeting. Ms. Felton and Mr. Byrne both stated they were not present at the <br />November 16, 2010 meeting and would abstain from voting. Due to the absence of Plan <br />Commission members who attended the November 16, 2010 meeting, Mr. Halpert stated that the <br />consideration of the minutes will carry over until the next Plan Commission meeting. <br />Public Hearing: Conditional Use Permit Application – 8310 Olive Boulevard <br />The Chairperson announced that a public hearing was scheduled for a conditional use permit <br />application for 8310 Olive Boulevard to permit a banquet hall in the GC – General Commercial <br />District. <br />The Chairperson noted the Commission’s procedures and criteria for reviewing conditional use <br />permits and amendments to them (Zoning Code Section 34-132.2). The Chairperson stated that <br />the Plan Commission must consider whether the use: a) Complies with all applicable provisions <br />of the University City Zoning Code; b) At the specific location will contribute to and promote <br />the community welfare or convenience; c) Will not cause substantial injury to the value of <br />neighboring property; d) Is consistent with the Comprehensive Plan, neighborhood development <br />plan (if applicable), and any other official planning and development policies of the City; and e) <br />Will provide off-street parking and loading areas in accordance with the standards contained in <br />Article 7 of the University City Zoning Code. <br />The applicants, Alvah Levine, architect with Levine Associates, and Sonja Dulick with <br />Metropolitan Events, LLC, provided an overview of the proposal. The applicant is proposing to <br />use the space at 8310 Olive Boulevard for a banquet hall.
