Plan Commission: What is occurring at 8310 Olive in which 49 available spaces are inadequate? <br />Mr. Levine responded by naming the other businesses in the building at 8310 Olive Boulevard. <br />It includes a theater company, a linen warehouse, and a car detailing facility. <br />Plan Commission: Is your business open on weekends? Ms. Kessel stated it is not open on <br />weekends but sometimes her employees are there on the weekends. <br />The Commission members stated that its decisions are based on Zoning Ordinance requirements. <br />The Plan Commission itself cannot control where people decide to park. The Plan Commission <br />members reiterated that additional requirements cannot be imposed on 8310 Olive if it cannot be <br />determined that they are the actual source of the problem. The Commission members proposed <br />that Ms. Kessel discusses situation with the applicant. Staff advised Ms. Kessel to contact the <br />Police Department for enforcement of illegal parking at her building. Furthermore, the applicant <br />indicated that parking during events will be monitored by a valet service. <br />Plan Commission: If it is not well lit behind 8310 Olive, is it safe for people to park there? The <br />applicant stated they intend to discuss this issue with the building owner. It is important that the <br />parking in the rear is utilized and well lit. <br />Staff explained the reason a conditional use permit was required. Banquet halls are listed as a <br />conditional use in the GC – General Commercial District. <br />Staff presented the staff report and requested that it be approved with the following conditions: <br />1.The applicant shall obtain a building permit prior to any interior renovations. The <br />applicant must adhere to all requirements of the Building Plans Examiner and all other <br />applicable permit requirements. <br />2.If alcoholic beverages are to be sold on the premises, a liquor license shall be obtained <br />from the City of University City in accordance with the University City Municipal Code. <br />3.A sign permit shall be required prior to the installation of any signage by the tenant in <br />accordance with Article 8 of the Zoning Ordinance. <br />4.The maximum occupancy shall be limited to 63, based on the 18 parking spaces currently <br />designated for the use of the proposed tenant. Any changes to the maximum occupancy <br />or parking must be approved in writing by the Department of Community Development. <br />5.The operator of the business shall regularly police the area outside the commercial space <br />to remove litter and debris. <br />6.The proposed use of the commercial space shall be limited to that which is not <br />objectionable or in any manner creates a nuisance beyond the property line of a particular <br />use (also see Article 5, Division 34-66 for performance standards). <br />Plan Commission members discussed selling liquor as opposed to liquor being brought in by <br />patrons or a catering service. The finance department issues the liquor license. It is unknown if <br />there is an issue with people bringing their own liquor. The Plan Commission will refer this <br />issue to the finance department. That being the case, the Plan Commission members discussed <br />editing the language in condition 2.
