Ms. Bueler said as Chair of the Loop Special Business District she is presenting the <br />following four recommendations to the Council, agreed upon by the Board of the <br />Loop SBD: <br />1. Modifying the time of the existing curfew from 9:00 p.m. to 6:00 p.m., seven <br />days a week <br />2. Attach a $200 fine to those who violate the curfew <br />3. Ask the Council to look into the specifics of allowing trucks and vans to park in <br />the Loop and provide samples of products to patrons. These would include such <br />things as ice cream trucks and energy drink distribution vehicles. <br />4. The Loop Special Business District thanks and supports the University City <br />Police in their efforts to strongly enforce the curfew and noise violations. <br /> <br />Jeff Weintrip, 7832 Greensfelder Lane <br />Mr. Weintrip is the Vice Chair of the Loop Special Business District and wanted to speak <br />on the youth in the Loop. Mr. Weintrip said there have been suggestions of having <br />better communication between police departments, more security at the Metro station, <br />changing curfews, revoking permits from vendors that seem to incite the crowd with their <br />free products, having paddy wagons to round up the kids, instigating fines and penalties; <br />all are needed. He said store owners are talking of not opening in the evenings or <br />moving to another location than the Loop. <br /> <br />Shawn Jacobs, 6691 Delmar <br />Mr. Jacobs has been a business owner in the Loop for 33 years and has never seen the <br />Loop the way it was this weekend. He said to have only four police officers scheduled in <br />the Loop was a joke. Mr. Jacobs said the kids have no respect for the police officers <br />and the police will lose the battle if they are not given more authority. He said the <br />parking lot recommendation is the dumbest thing the City has ever thought about. His <br />senior customers will not pay a dollar to park. Mr. Jacobs said it will be a dollar for the <br />first month and then it will go up. <br /> <br />Matthew Dawson, 6525 Delmar <br />Mr. Dawson is an Executive Chef at Brandt’ restaurant in the Loop. He said he is losing <br />thousands of dollars every weekend because of the kids. Mr. Dawson said things are <br />stolen off their outdoor tables and staff has been threatened with kids wielding knives. <br />He said he has had to call the police two and three times to chase the kids off his <br />property. He said one night he watched the same group of kids walk across his patio <br />seven different times. The kids are not buying anything. Mr. Dawson said there is no <br />benefit having the groups of kids in the Loop area. He proposed a 6:00 curfew for <br />anyone under 18 and 9:00 under the age of 21. Mr. Dawson is against the charge for <br />parking. <br /> <br />Michael Alter, 6605 Delmar <br />Mr. Alter, owner of Fitz’s, said that he spent the weekend in the Loop and was shocked <br />by the gangs of kids in the Loop. He said he just left a staff meeting of his restaurant <br />talking about cutting their business hours back on the weekend. Mr. Alter said he tried <br />to talk to some thirteen year olds that were gathering outside of his restaurant and he <br />never heard such language and felt unsafe. <br /> <br />L. COUNCIL REPORTS AND BUSINESS <br />1. <br />Council liaison reports on Boards and Commissions. <br />Mayor Welsch stated she attended the UCity/Olivette joint task force meeting and <br />they are continuing to move forward. She also attended the Economic Development <br />Sales Tax Board meeting at which a draft budget was presented. That budget will be <br /> <br />
