One item of that budget was $160,000 for surveillance <br />cameras in the Loop. <br /> <br />2. <br />A discussion on the Council’s Rules of Order and Procedure was lead by Mr. Kraft. <br />Mr. Kraft noted that the packet included a draft with the suggested changes and was <br />open for discussion. <br /> <br />Mr. Price was confused about why Mr. Crow was not asked to assist since he had <br />offered to help. <br /> <br />Mr. Kraft said Mr. Crow and he could not find a time when they could get together <br />that week. He said the draft was just to present what they had so far, and were not <br />final and were open for discussion. The changes were mostly corrections of items <br />that were inadvertently left out in the recent version that were in the previous version <br />of the rules. <br /> <br />Mr. Price asked the Chair, when a committee is commissioned, can a single member <br />come back with recommendations without the body meeting. He said he was <br />uncomfortable with one individual coming forward with rules that can affect the body <br />and the City. <br /> <br />Mayor Welsch stated that on February 28, the Council asked Mr. Kraft to come up <br />with a draft to include the changes that the Council asked for at that meeting. Mr. <br />Kraft proceeded with getting feed-back from the Council. She stated that Mr. Crow <br />asked to be considered to be a part of this committee at the March 28, 2011 meeting <br />but apparently Mr. Kraft and Mr. Crow could not find time to get together. Mayor <br />Welsch said the Council had given Mr. Kraft direction to draft the revised version of <br />the Council Rules and Procedures. <br /> <br />Mr. Kraft said when the Council originally did the rules they had left out some things <br />that were needed in the making of an agenda. He said the way the rules stood at the <br />moment, technically only the City Manger could put the agenda together. One of the <br />changes that seemed to make sense was that any two Councilmembers could put <br />something on the agenda. He had checked with Mr. Sharpe and he said he was fine <br />with it. Mr. Kraft said he sent a note around and talked to Councilmembers. He said <br />he sent out this draft and whatever anyone was unhappy with, they could discuss it <br />now, since people have been unable to get together. <br /> <br />Mr. Glickert asked about Rule 7, if there is a conflict of concern with a member or <br />members, the member should recuse self and “leave the meeting room” until the <br />vote is concluded and Mr. Glickert’s suggestion was to amend this rule to say that <br />the member should just “remove self from dais.” <br /> <br />Mr. Crow said whether this was a committee or not bears a great question similar to <br />consensus vote. He said he received the drafts of this Thursday night at the State <br />Auditor’s meeting. Mr. Crow said notification for meeting was to drop by City Hall on <br />a Friday because Ms. Ricci and Mr. Kraft would be there. Mr. Crow said on Rule 13, <br />that this committee decided that Council Comments portion of the agenda and what <br />it is designed to do and he felt it should be a give and take. He said they were <br />getting to the point where these meetings would be structured in such a way that the <br />citizens could ask a question and then should not expect an answer, <br />Councilmembers should not ask questions of each other and Council can only ask <br />questions of the staff if they thought ahead to ask to put it on the agenda and if <br /> <br />
