Council does have a question they should fill out a form because that is the way we <br />are suppose to get questions answered. Rule 13 is structured to say Council gets <br />the message out but we don’t get any comments, questions or concerns of staff <br />unless Council does so by script. Mr. Crow said he does have a concern about the <br />rules and hopes to be able to go through them in greater detail. <br /> <br />Mr. Price’s concern was with Rules 13 and 14 and felt it was very restrictive as to <br />how you can get an answer. He felt he couldn’t get an answer as an elective official <br />otherwise he is subject to being kicked out of office because he is trying to find out <br />what is exactly taking place. Mr. Price said there is never discussion about big ticket <br />items. He said in the sixteen years he has been on Council, most questions are <br />answered at the meeting. Mr. Price said the rules gave all the power to the Chair. <br />He said this essentially advocated their equal roles as members but is past the rules <br />of getting permission whether he could inquire of the staff that is under their charge <br />for him to get an answer. <br /> <br />Mr. Kraft stated that these presented tonight are for discussion because people could <br />not get together and if anyone wants to talk about them before they are formally <br />present that will not be a problem. The purpose of putting them on the agenda was <br />for discussion, not to be voted upon. <br /> <br />Mr. Sharpe did not have a problem with Mr. Kraft bringing them forward, but would <br />like to say they need to have a study session to air out all of the differences. He said <br />Mr. Kraft did say that the Council can look at the Rules individually and collectively <br />come up with something that they are all satisfied with. <br /> <br />M. NEW BUSINESS to be introduced <br />RESOLUTIONS <br /> <br />BILLS TO BE INTRODUCED <br />Introduced by Mr. Kraft <br />1. <br />BILL 9111 - An ordinance amending Chapter 2.10 of the University City Municipal <br />Code, relating to the Finance Department, by enacting therein a new section to be <br />known as “Section 2.10.070 transfer of unexpended appropriations within a budget <br />classification.” <br />(Replaces what was to be Resolution 2011-6 on March 14, 2011 agenda) <br /> <br />O. CITIZEN PARTICIPATION (continued if needed) <br />Stephen Glickert, 7750 Blackberry <br />Mr. Glickert asked to re-visit a subject he brought up about 2 ½ years ago concerning <br />the roll-off containers. He noted that a dumpster was in his neighborhood for six months <br />and high winds blow the debris placed in them all over. He said his neighbors had just <br />moved in, left four boxes outside one night, and by the next morning they received a <br />citation for littering but a dumpster could sit for six months without any citations. Mr. <br />Glickert said the worse case is the house on the 800 block of Wild Cherry behind him <br />where they are on their fourth dumpster. Once one is filled they are exchanged and this <br />has been going on for close to two years. Mr. Glickert said what was observed was that <br />people drive up and paid to be able to dispose of their item in the dumpster sitting there. <br /> <br />Paulette Carr, 7901 Gannon <br /> <br />
