<br /> <br />MEETING OF THE CITY COUNCIL <br />CITY HALL <br /> <br />6801 Delmar Blvd. <br />City of University City, Missouri 63130 <br />April 25, 2011 <br /> <br />6:30 p.m. <br /> <br /> <br /> <br /> <br />At the Regular Session of the City Council of University City held on the fifth floor of City Hall, <br />on Monday, April 25, 2011. Mayor Shelley Welsch called the meeting to order at 6:35 p.m. In <br />addition to Mayor Welsch, the following members of the Council were present: <br /> <br /> Ms. Lynn Ricci <br /> Mr. Stephen Kraft <br /> Mr. Terry Crow <br /> Mr. Michael Glickert <br /> Mr. Arthur Sharpe, Jr. <br />Mr. Price arrived at 610 p.m. <br />Also in attendance was City Manager Lehman Walker. <br /> <br />C. APPROVAL OF AGENDA <br />There were no changes to the agenda. <br /> <br />D. PROCLAMATIONS <br /> <br />E. APPROVAL OF MINUTES <br /> <br />1. <br />April 11, 2011, minutes from the Study Session were moved for approval by Mr. <br />Sharpe, seconded by Mr. Glickert and carried unanimously with Ms. Ricci abstaining <br />as she was not at that meeting. <br /> <br />2. <br />April 11, 2011, minutes from the Regular City Council Session were moved for <br />approval Mr. Sharpe, seconded by Mr. Crow. Mr. Crow asked that his comment be <br />corrected to say “Mr. Crow felt that the breadth and depth” from, the threat and <br />depth. The April 11, 2011 minutes as amended carried unanimously with Ms. Ricci <br />abstaining as she was not at the meeting. The motion to approve the amended <br />minutes carried unanimously. <br /> <br />F. APPOINTMENTS <br /> <br />G. SWEARING IN <br />Daniel Wofsey was sworn in to the L.C.R.A. in the City Clerk’s office. <br />Charlotte Tatum was sworn in to the Arts and Letters Commission <br /> <br />H. CITIZEN PARTICIPATION (Total of 15 minutes allowed) <br />Joe Edwards, 6504 Delmar <br />Mr. Edwards spoke on the curfew issues in the Loop. He recommended that the <br />Council seriously consider reducing the hour of the curfew and move it from 9 p.m. to 8 <br />p.m. This would allow the police to address the problems large groups while it was still <br />daylight. He believes large groups tend to become bolder in the darkness. Mr. Edwards <br />said he thought it would be good to raise the age limit from sixteen and under to <br />seventeen and under as younger groups feed off of the older. He said he was asking for <br />two small steps, one hour and one year. <br /> <br /> <br />
