Holston Black, 1336 Mendell Dr <br />Mr. Black stated that the Mayor has said for the last several months that there would not <br />an immediate response to citizens’ comments during the Citizen Participation section of <br />the agenda. People on Wilson Ave were denied any answers or responses but when <br />the business people from the Loop spoke they received responses. Mr. Black said the <br />City has waited so long with all of the storms, these peoples lives are danger again but <br />their queries are not answered. <br /> <br />Lisa Hummel, 7575 Stanford Ave. <br />Ms. Hummel spoke on the driving range. Her concern was that the lights at the driving <br />range have been turned off for a while. She said she was told by Mr. Walker that there <br />was a committee of citizens that wanted them turned off because the lights were <br />intrusive and there is not much business from December through March. Ms. Hummel <br />said this was April 25 and the City is missing out on the revenue that could be brought in <br />to the City. She said the other driving ranges in the spring time have a lot of people <br />practicing on their swing for the summer play. Ms. Hummel said the lights face away <br />from the homes, are well shielded, are low to the ground and are partially blocked by <br />plants. She said the City made the decision to invest in the driving range and is now a <br />forgoing source of revenue. Ms. Hummel would like to know when the lights are going <br />to be turned back on and she did not like the idea of the decision being made by a <br />committee and the Parks’ Commission knew nothing about it. <br /> <br />I. CITY MANAGER’S REPORT <br /> <br />1. <br />Purchase of a mowing tractor for $73,644.07 with a trade-in for $7,644.07. <br />Mr. Glickert moved to approve the purchase of the tractor, was seconded by Mr. <br />Price and the motion carried unanimously. <br /> <br />2. <br />Ruth Park Golf Course change in Junior, Senior rates. <br />Mr. Sharpe moved for approval, was seconded by Mr. Price and the motion carried <br />unanimously. <br /> <br />Mr. Crow asked why this comes before the Council as a change in rates and why <br />the change in operations doesn’t come before the Council or the Parks’ <br />Commission. He asked if there was a different procedure. <br /> <br />Mr. Walker said the Council approves the fees and to his knowledge in the past <br />Council has not approved the operations of City facilities . He asked if Council <br />would like to approve the operations of tennis courts and of the golf driving range. <br /> <br />Mr. Crow said a little input never hurts, making an open and transparent <br />government. <br /> <br />Mr. Glickert said the price change was a good recommendation for the golf course <br />as it will bring University City into a more marketable golf course as the fees will be <br />in line with other municipal courses. He thought the Council had agreed to have the <br />lights on till 9:30 p.m. <br /> <br />Voice vote carried unanimously for the passage of the new golf course rates. <br /> <br /> <br />
