<br />was the same charge for resident and non-resident youths when Clayton and <br />Richmond Heights had a lower rate for residence youth versus non-resident youth. <br /> <br />Mr. Walker pulled the request for the fee increase for review. <br /> <br />Mayor Welsch asked if, during the review, consideration could be given to lowering <br />the resident rates in order to increase the number of resident memberships and that <br />would be subsidized by higher non-resident rates. <br /> <br />5. <br />Youth Employment Program (YEP) <br />Mr. Walker stated this item was for information only. He said this year the City will <br />have a youth employment pilot program which Council funded at the level of <br />$50,000. Mr. Walker said it has been significantly revised from the 2009 program <br />and this year will have a major educational component, and will be supervised by <br />City staff, Mr. Brandon Drake. <br /> <br />Mr. Walker added in addition to his report that the City did put out a Request for <br />Proposals to debt collecting agencies for collection of all outstanding bills owed the <br />City, following to the State Auditor’s recommendation. Mr. Walker said he will <br />provide Council with a proposal within sixty days. <br /> <br />L. COUNCIL REPORTS AND BUSINESS <br />1. <br />Council liaison reports on Boards and Commissions. <br /> <br />Ms. Ricci stated that the Parks Commission spoke on the construction at Flynn Park; <br />Ms. McCartney made a presentation on the Greenway and the Wash U students <br />presented designs for Ackert Walk and there was a discussion on parks and <br />recreation fees. <br /> <br />Mayor Welsch said there was a meeting of the University City/Olivette Joint <br />Redevelopment Task Force. She said the joint task force is winding down. The <br />group hopes to present a recommendation to the City Councils in both cities by <br />middle of this summer. The next meeting of the task force will be May 18, 7:30 in the <br />EOC room of City Hall. <br /> <br />M. UNFINISHED BUSINESS <br /> <br />BILLS <br />1. <br />BILL 9112 – An ordinance amending Chapter 9.08 of the University City Municipal <br />Code, relating to offenses against public peace and decency, by enacting therein a <br />new section to be known as “Section 9.08.042 obstructing or interfering with use of <br /> <br />sidewalks and streets”, and providing a penalty. <br /> <br />Mr. Glickert moved to postpone until May 23, 2011 for further review and was <br />seconded by Mr. Sharpe. <br /> <br />CITIZEN COMMENTS <br />Meagan Colvin, 6 Princeton Ave <br />Ms. Colvin was a student and stated sidewalks are public properties and one should <br />not be criminalized for walking on, standing on or meeting up with friends. She felt it <br />was an infringement on civil liberties. <br /> <br /> <br />
