<br />Mr. Walker said that cities do not always have success in passing bond issues and <br />the City is in need of a new pumper in the short term. <br /> <br />Mr. Glickert moved to approve and was seconded by Mr. Crow. <br /> <br />Ms. Ricci moved to amend the motion by removing the trade-in. <br /> <br />Mr. Crow stated that he thought it should be the discretion of the City Manager as to <br />whether the City should take the trade-in. <br /> <br />Ms. Ricci moved to amend so that Council is approving the purchase of the Pierce <br />Fire Pumper and, at the discretion of the City Manager, a trade in of the old pumper <br />or the City may attempt to sell outright for more money. Her motion was seconded <br />by Mr. Glickert. <br /> <br />Mr. Sharpe asked if there was a time element involved for the purchase of the truck. <br />Mr. Walker said he will review with the Fire Chief to evaluate and see if there is any <br />negative impact in delaying action. <br /> <br />Voice vote on the amendment carried unanimously. <br /> <br />Voice vote on the amended motion to purchase the fire truck with the trade-in to be <br />at the City Manager’s discretion carried unanimously. <br /> <br />4. <br />Parks and Recreation fees and charges <br /> <br />Mr. Sharpe moved to approve and was seconded by Ms. Ricci. <br /> <br />Mr. Price asked about fee increases that were tied to the youth. He said Ruth Park <br />should not be subsidized as it, in turn, results in a fee increase for the youth. He <br />said U City should not be compared to Clayton as the income levels are not equal. <br /> <br />Interim Parks Director Mr. Winker noted that there were scholarships available for <br />residents in need of financial help. He said the Park Commission was also tentative <br />on this issue so did a price comparison with other municipalities on recreation fees. <br />This showed that University City’s new prices are comparable to other <br />municipalities. <br /> <br />Mr. Crow said that U City charges its citizens more to use their aquatic center than <br />Clayton or Richmond Heights charges its citizens, He stated that Clayton and <br />Richmond Heights charge their non-residents $100 more than residents, yet U City <br />non-resident fees are less than Clayton’s or Richmond Heights’. <br /> <br />Aquatics manager Ms. Lynda Euell-Taylor stated that the proposed fees were <br />recommended by the previous director. She said she just took a fixed percentage <br />increase across the board as a fee increase recommendation. <br /> <br />Mr. Crow asked who was recommending the fee increase. Ms. Taylor said the <br />recommendation came from the Parks Commission. Mr. Crow asked why there <br /> <br /> <br />
