<br />Mr. Sharpe recommended approval, seconded by Ms, Ricci and the motion carried <br />unanimously. <br /> <br />2. <br />Missouri Department of Transportation Grant for DWI Enforcement. <br /> <br />Mr. Sharpe moved to approve and was seconded by Mr. Glickert. <br /> <br />Mr. Price asked if the grant was for things as road-blocks for people who drive <br />through U City. <br /> <br />Mr. Walker stated that it could provide funding for that purpose. <br /> <br />Mr. Price said he was in total opposition to being stopped and pulled over for a <br />check. <br /> <br />Ms. Ricci stated that police cannot just pull over someone. If not for cause, the pull- <br />over has to be part of random pattern like pulling over every third car otherwise it is <br />not constitutional. <br /> <br />Voice vote carried for approving the grant by a majority with a Nay vote from Mr. <br />Price. <br /> <br />3. <br />Purchase of a Fire Truck Pumper for $535,338, with a trade-in value for $18,000 for <br />the fifteen year old pumper, through the Houston-Galveston Area Council which is a <br />regional council of governments operating under the laws of the State of Texas. <br /> <br />Fire Chief Don Miner spoke briefly on the reason for the purchase of a new pumper <br />to replace the City’s fifteen-year-old pumper. He noted that this was the City’s first <br />attempt to do such a purchase through a government contract through Houston <br />Galveston Area Council which is a nationwide government purchasing agent for fire <br />trucks and park equipment. He noted that a generic truck would not have the specs <br />needed for the University City equipment. <br /> <br />Mr. Sharpe asked what was meant by long-term. Chief Miner said long- term meant <br />being able to use the truck for a longer period as fifteen years. <br /> <br />Ms. Ricci asked about the trade-in value as she perceived $18,000 to be low. <br /> <br />Chief Miner said the reason for the City is not trying to sell the truck for a higher <br />price is that the pump would not pass the test. It would cost about $15,000 to repair <br />the pump. <br /> <br />Mr. Glickert asked who, locally, would have a Pierce Fire Engine. Chief Miner said <br />Mid-County Fire District has one. Chief Miner noted that this company has one of <br />the best pump warrantees on these trucks. <br /> <br />Mr. Price said he did not think large capital expenditures should be funded out of <br />reserve funds. He asked if it was a sound practice to purchase the truck with <br />reserve funds than to fund the purchase with a bond issue. <br /> <br /> <br /> <br />
