He asked what options were considered as this bill was being brought <br />forward. <br /> <br />Voice vote to postpone Bill 9112 until May 23, 2011 carried unanimously. <br /> <br />2. <br />BILL 9113 - An ordinance amending Title 2 of the University City Municipal Code, <br />relating to administration and personnel, by enacting therein a new chapter to be <br />known as “Chapter 2.09 Department of Administrative Services”, and by amending <br />Section 2.08.010, relating to departments enumerated-heads of departments <br /> <br />designated, to reflect such addition. <br /> <br />Mr. Glickert moved to approve and was seconded by Ms. Ricci. <br /> <br />Roll Call vote was: <br />AYES: Ms Ricci, Mr. Kraft, Mr. Crow, Mr. Glickert, Mr. Sharpe, Mr. Price, Mayor <br />Welsch <br /> <br />NAYS: none <br /> <br /> <br />Bill 9113 carried and became Ordinance No. 6851. <br /> <br />3. <br />BILL 9114 – An ordinance amending Title 9 of the University City Municipal Code, <br />relating to public peace, morals and welfare, by enacting therein a new section to be <br />known as “Section 9.08.290 Domestic Partnerships”, and providing a penalty. <br /> <br />Mr. Crow moved to substitute for pending Bill 9114 an amended Bill 9114. It has the <br />following title: “An ordinance amending Title 2 of the University City Municipal Code, <br />relating to administration and personnel by enacting therein a new chapter to be <br />known as Chapter 2.67 Domestic Partnership Registration providing a penalty.” He <br />said there were several small changes to the original of which most were <br />grammatical corrections. In subsection a1 the work unmarried was struck, in <br />subsection d allowed the City Manager to allow more than just the City Clerk to be <br />responsible for the registration. In section e6 added a registration and termination <br />fee of $45.00. In subsection f1a was clarified the termination of a domestic <br />partnership. In g3 the disposition of remains was deleted because it was already <br />taken care of by Missouri law. Subsection g7 was moved to another subsection and <br />was titled from 9 to 2. <br /> <br />Mr. Kraft seconded the motion to amend the bill as described by Mr. Crow. <br /> <br />Ms. Ricci said she did not think the bill fit in Title 2 or 9 and noted that Title 3 and 4 <br />were vacant and wondered if the Council could not start a new title as Citizens and <br />Society. <br /> <br />Mr. Mulligan said Council could create a separate title heading for this bill. <br /> <br />Ms. Ricci said she thought it should be broader so it could include future ordinances. <br /> <br />Mayor Welsch asked for Mr. Mulligan’s opinion as to why he placed the bill under <br />Title 2. Mr. Mulligan said that Partnership Registry is really handled administratively <br /> <br /> <br />
