Mayor Welsch asked if it could be <br />amended down the road and Mr. Mulligan said the title could be amended later. <br /> <br />Ms. Ricci moved to amend Bill 9114 to place it in Title 3 and title it Domestic <br />Partnership Registry and was seconded by Mr. Crow. <br /> <br />A voice vote on the proposed amendment by Ms. Ricci carried unanimously <br /> <br />Ms. Ricci amended her motion to amend Bill 9114 to clarify that this bill is being <br />moved to Title 3, Chapter 3.01 Domestic Partnership Registry and this bill will be <br />3.01.010 and the text would follow the same as what was in Council’s packet and <br />was seconded by Mr. Crow. <br /> <br />A voice vote on the proposal to amend the amendment carried unanimously. <br />A voice vote on the proposed amendment by Ms. Ricci carried unanimously. <br /> <br />Mr. Crow did the second and third reading of Bill 9114 amended title, as follows: <br /> <br />BILL 9114 - An ordinance amending Title 3 of the University City Municipal Code <br />relating to Domestic Partnership Registration by enacting therein a new chapter to be <br />known as Chapter 3.01 “Domestic Partnership Registration” and by amending Section <br />3.01.010. <br /> <br />CITIZEN COMMENTS <br />Matthew Nosko, 7241 Balson Ave <br />Mr. Nosko was in favor of Bill 9114. He said there is no municipality in St. Louis <br />County that provides this and thanked U City and hoped the Councilmembers would <br />support the bill... <br /> <br />Margaret Johnson, 7509 Gannon <br />Ms. Johnson chose to live in U City because of its diversity. She thanked everyone <br />for passage of this bill and for taking the first big step. <br /> <br />Carl Hoagland, 7166 Pershing Ave. <br />Mr. Hoagland spoke in favor of Bill 9114. Mr. Hoagland said this bill provides a <br />registry of domestic partners: gays, lesbians, trans-genders and straight people. It <br />guarantees domestic visitation by domestic partners in home and health care <br />emergencies. He said it served as a model for other cities in the county and is <br />important that cities with hospitals adopted this kind of ordinance. <br /> <br />Mondi Ghasedi, 6644 Kingsbury Blvd <br />Ms. Ghasedi spoke in favor of Bill 9114. She said this bill was a human and civil <br />rights issue and thanked U City for being in the forefront by welcoming all. <br /> <br />Cynthia Davis, 1008 Highway K <br />Ms. Davis opposed Bill 9114 and encouraged Council to keep U City family-friendly. <br />She said that government is to make people feel good in having justice in their <br />society, to bring families together and she encouraged Council to do the right thing <br />and vote against this bill. <br /> <br /> <br /> <br />
