Session 1752
April 12, 1999

Responding to M~. Wagner, Mr. Medve explained that the facility was designed with 2
parking spaces per resident and allocated extra spaces for visitors.

Responding to M~~. Schoomer, Mr. Medve said that they had a couple minor issues with the
conditions as pre.,;ented and would like to see them modified. Who should be allowed to
use the facilities is too restrictive, staff should be able to use them, as well. Mr. Medve
explained that they would be opening the facility in five segments and that the code is
written not to allow this, that a facility must be completed in its entirety before occupancy
permits can be is.,~ued. They need an occupancy permit just to be able to market and show
the units. The third issue is with number 2. He said that it was unclear whether the 1.96
FAR restriction covered all parcels or only the parcel that they are building on.

Responding to Mr Munkel, Mr. Medve responded that they will attempt to use Delcrest as
much as possible as the main off-loading area for construction equipment and materials,
but due to the nature of the building, it may be necessary to use Delmar.

Responding to Mr. Lieberman, Mr. Medve responded that the entire project was valued at
approximately $1:5 million.

Mr. Schoomer suggested changes to the conditions. To condition #6, add the word "staff".
To the occupancy permit concern, Mr. Ollendorff should, administratively, issue temporary
occupancy permits until such time the entire project is completed. Mr. Schoomer said that
he believes that cc. ndition #2, the 1.96 FAR restriction deals with only this project only.

Mr. Schoomer mo~'ed approval with amended conditions. Mr. Wagner seconded the
motion, which carried unanimously.

PERSONNEL REPORT:
Mayor Adams ackrowledged the personnel report for March 22, 1999 as duly accepted.

CITIZEN COMMENTS:

Versia Cross, 6847 Raymond, is here tonight as President of her neighborhood association
group. One of the major concerns is why their properties are classified as being in a flood
plain. This classification makes it very hard to sell houses in their neighborhood. The
street does flood, bJt not the houses, which they believe is due to poor drainage. Secondly,
they are concerned with the contractors the City hired to do sidewalk repairs in their
neighborhood. The work is poor and the City should send out inspectors to check their
work. At the last a~;sociation meeting, many neighbors had complaints about these
contractors. They also wanted to know how the City decided who would get sidewalk

6
