<br /> <br /> <br /> <br />Traffic Commission <br /> <br /> <br /> <br />6801 Delmar Boulevard, University City, Missouri 63130, Phone: (314) 862-6767, Fax: (314) 863-9146 <br /> <br /> <br />Mr. Courtney had a concern about the parking versus no parking areas along Loop South <br />between Melville Avenue and Leland Avenue and recommended improving parking <br />restriction signage on the north side of Loop South and enforcement once signs are up. <br /> <br />University City Police Officer Shaun Margul, addressed Mr. Courtney’s concerns, noting <br />that there is a no parking sign immediately east of the parking lot behind Cheese-ology, <br />where parking tickets are issued as much as his department is able to. <br /> <br />Mrs. Gutierrez presented the Public Works Department’s recommendations to amend the <br />municipal code to restrict parking on the west side of Melville between Kingsbury and <br />Delmar and allow perpendicular parking on the south side of Loop South between Melville <br />Avenue and Leland Avenue. <br /> <br />Commissioner Brot moved a motion to approve the Public Works Department’s <br />recommendations, seconded by Commissioner Smith and unanimously approved. <br /> <br />3. Olive Streetscape Project Phase III – Request to eliminate pedestrian crossing <br />on Olive Boulevard west of Hanley Road <br /> <br />Commissioner Henderson introduced this item, which involved a request to eliminate a <br />pedestrian crossing on Olive Boulevard west of Hanley Road. The pedestrian crossing is <br />on the northwest corner. The City is in the process of upgrading sidewalks and curb ramps <br />per Americans with Disabilities Act (ADA) guidelines on Olive Blvd. After a review of the <br />design, a proposal was given to the City by the Missouri Department of Transportation <br />(MoDOT) to eliminate the crossing on the west side of Hanley. In the March 9 Traffic <br />Commission meeting, Lee Cannon, the City’s traffic engineer consultant, presented three <br />design options, and noted their noncompliance with ADA guidelines. Option A does not <br />have level landings, which is not ADA compliant. Option B, i.e. MoDOT’s proposal, does <br />not meet ADA guidelines because a level landing cannot be constructed at the curb <br />because of the existing grade. Option C, is not ADA compliant, but keeps the crossing, <br />and adds ADA compliant components, such as two signal pushbuttons, which need to be <br />coordinated with MoDOT’s existing traffic signal at this intersection. <br /> <br />The removal of the crosswalk is not under consideration at this time, and the issue was <br />tabled until the commission gets additional information related to design and construction <br />costs for the most ADA compliant plan. <br /> <br />4. Request to install a stop sign on Enright Avenue, at Westgate Avenue. <br /> <br />Commissioner Henderson presented the request to install a stop sign on Enright Avenue <br />at Westgate. Officer Margul said that a stop sign was needed at that intersection, which is <br />a T-type.
