The streetscape improvements planned and in-progress, the creation of the Olive
Link Business Association, and the redevelopment of scattered areas along the
corridor are consistent with planning efforts.

7. Yes, please see attached.

9 . To achieve DREAM initiative outcomes the City and its partners propose to
implement several action items that will create an environment conducive to local
business growth. This growth will yield more tax revenues, produce a unique commercial mix that
attracts residents to the area, and creates more jobs for our community. Action items could include:
. Developing a marketing campaign that "brands" or creates an identity for the Olive Link
corridor as a unique commercial area. Creating materials that educate residents about the great
local shopping opportunities in their community. Promoting new development.
. Conducting economic development forums or workshops.
. Establishing local City procurement procedures that give preference to businesses located in
University City. Encourage staff to use discretionary municipal spending in University City.
. Providing resources for business recruitment and retention activities.
. Pro actively acquiring and assembling smaller sites into larger development sites to establish a
more cohesive appearance and development opportunities. Marketing these opportunities.
. Constructing public parking lots in optimum locations to serve several free standing buildings
in the corridor.
. Developing a set of standard design guidelines for the corridor.
. Continuing the infrastructure improvements to the corridor, such as sidewalks and streetlights.

10. In order to enhance the City's economic base, the City has proposed the creation of an Economic
Development Retail Sales tax (subject to voter approval in August 2006). The proposed sales tax
would add 1;4 of 1 % to all retail sales tax and approximately $550,000 annually. If the tax is created, a
portion or approximately 55% of the yearly generated income will be designated for Olive Boulevard
enhancement. See attached information for more details regarding Proposition U.

City Council and City staff from appropriate departments will be committed to implementing the plans
and projects to revitalize Olive Boulevard.

www.ucitymo.org
