Session 1706, Minutes 9 <br />September 22, 1997 <br /> <br />Mayor Adams said that he thought that they were looking at the possibility of putting up <br />a windmill. Mr. Ollendorff said that this would allow for towers to be built within a half <br />a dozen very restricted areas of the City, and only then if they meet a lot of requirements <br />and get a special permit from the City Council. <br /> <br />Mr. Lieherman asked the City Manager how this ordinance would effect the school <br />board's decision regarding the proposed tower that they wanted to put on top of the high <br />school. Mr. Ollendorff said that some portions of the high school property would be <br />eligible. If the applicant made a deal with the school district, then it would have to <br />come before the City Council for a permit. It is possible to build a tower that meets all <br />of these new regulations on the high school property, including a disguised tower. <br /> <br />The roll call vote went as follows: AYES: Mr. Schoomer, Mr. Ware, Mr. Munkel, Mr. <br />Lieberman, Mayor Adams NAYS: none. Bill No. 8351 became Ordinance No. 6132. <br /> <br />BILLS FOR INTRODUCTION: <br /> <br />A bill was introduced by Mr. Schoomer, entitled: <br /> <br />AN ORDINANCE VACATING AND SURRENDERING A PORTION OF LOOP NORTH IN <br />THE DELMAR GARDEN SUBDIVISION IN UNIVERSITY CITY, BUT RESERVING PUBLIC <br />UTILITY EASEMENTS, AND DIRECTING THAT THIS ORDINANCE BE RECORDED IN <br />THE OFFICE OF THE RECORDER OF DEEDS OF ST. LOUIS COUNTY. <br /> <br />The bill was assigned number 8352 and given its first reading. <br /> <br />A bill was introduced by Mr. Munkel, entitled: <br /> <br />AN ORDINANCE AMENDING CHAPTER 21 OF THE MUNICIPAL CODE, RELATING TO <br />MOTOR VEHICLES AND TRAFFIC, BY REPEALING SECTION 21-127 THEREOF, <br />RELATING TO PARKING OF TRUCKS AND COMMERCIAL VEHICLES, AND ENACTING <br />IN LIEU THEREOF, A NEW SECTION TO BE KNOWN AS "SECTION 21-127. PARKING <br />TRUCKS AND COMMERCIAL VEHICLES PROHIBITED; EXCEPTIONS;" BY AMENDING <br />SAID SECTION SO AS TO AUTHORIZE THE CITY MANAGER TO GRANT WAIVERS OF <br />CERTAIN REQUIREMENTS FOR THE ISSUANCE OF TRUCK PERMIT PARKING <br />STICKERS; CONTAINING A SAVING CLAUSE AND PROVIDING A PENALTY. <br /> <br />The bill was assigned number 8353 and given its first reading. <br /> <br />Mr. Munkel commented that this latest bill was an effort on part of the City Council to <br />address an issue that had come before them a number of times in the past year or so <br /> <br /> <br />
