<br />Mayor Welsch noted that she wished Council received the Boards and <br />Commissions minutes on a regular basis. She stated from her time on the Council <br />Boards and Commissions serve as an advisory board to staff and Council. Mayor <br />Welsch said administrative decisions went to the staff and policy decisions went to <br />the Council. <br /> <br />Mr. Crow asked the City Manager to get him the eight recommendations from the <br />Parks’ Commission, which only one was not approved. He said was not sure the <br />numbers are accurate and needed it in order to get a better understanding of the <br />actions taken by the Parks’ Commission. <br /> <br />Mr. Kraft asked Mr. Mulligan if there was anything in the Charter as to Commissions <br />being able to put anything on the agenda. <br /> <br />Mr. Mulligan stated that the City Charter states that the City Council shall create its <br />own rules of order and procedure. He said there is nothing in the Charter, <br />ordinances or the current Council Rules giving the commissions that right. <br /> <br />Mr. Price noted that the driving range is included in the resolution approving the <br />budget, therefore it was a policy decision not an administration decision. He said <br />the $11,000 was taken out of the FY 12 budget revenue. Mr. Price asked if <br />administration decisions can have budget implications. <br /> <br />Mayor Welsch said that there is no money in the budget relating to income from the <br />driving range for golfing under the lights that was being voted on. She stated that <br />Mr. Walker took out $220,000 revenue for parking in the Loop and $11,000 for met <br />revenue for the driving range under the lights and certain amount of funds for the <br />partial closing of the Community Center. <br /> <br />Ms. Ricci said the issue for the Parks’ Commission was that the approval of the <br />lights did not go before the commission but they were shown the minutes from the <br />fall, when it was present to them. Ms. Ricci said the Council approved the facility <br />and was a question of Council approving the funding and the creation of the facility. <br />Council approved the running management and the administration of the City and <br />that to her was the distinction between policy and administrative decision. She said <br />the Park Commission in the past did not receive a lot of information. <br /> <br />Mr. Crow was confused with Mayor’s response to Councilmember Price because it <br />sounded like they were to approve a resolution but approving it included the <br />revenue and expenses or the lack thereof, so for him to take the revenue out, if it is <br />he did not know if it needed Council’s approval or not. <br /> <br />Mr. Kraft asked Mr. Mulligan if he was correct saying the City Manager will present a <br />budget to the City Council for approval and they Council can amend it if they chose. <br />Mr. Mulligan agreed. <br /> <br />Mr. Price asked the Chair that since they were presented with a draft and a <br />description of changes that will be the final, if it included the elimination of the <br />lighting for the driving range. He said that any member of the Council that votes to <br />do that, would be make a policy decision because the City is no longer able to <br /> <br />
