the Centennial Greenway which included the Ackert Walkway route and <br />proposed plaza. <br /> <br /> Reopen the driving range light issue for review and recommendation to the <br />Council <br />Staff response noted that October 26, 2005 the Park Commission made <br />several recommendations for the driving range; one of which was the use of <br />the lights. <br /> <br /> Bylaws be revised to show change from nine (9) members to seven (7) <br />Staff response was that was in progress. <br /> <br /> All park related business as per the commission’s bylaws and Charter be <br />brought before the Park Commission. <br />Staff agreed. <br /> <br />Ms. Ricci noted that residents brought up the issue of the Chuck Berry statue and <br />some felt the property where the statue was to be placed was part of the park but <br />she felt that it was on the right-of-way owned by the City and felt that both projects <br />did not follow the correct procedure. She asked what else might be out there that <br />the City does not know about and what steps needed to be taken to comply with the <br />proper requirements. <br /> <br />Mr. Crow also said the Council should also talk about the driving range at Ruth <br />Park. He stated that citizens are asked to serve on commissions and when their <br />recommendations are not used, it grinds to a halt, when they are not a part of that <br />process. <br /> <br />Mr. Price asked what was meant by the recommendation was informational. <br /> <br />Mr. Walker said the Park’s Commission said they have not been consulted with the <br />Ackert Walkway proposal but minutes from June 2005 showed that it did come <br />before the commission. <br /> <br />He said as far as the driving range issue, the Park Director took it in front of the <br />commission last fall and they provided several recommendations. Mr. Walker said <br />as anyone who serves on any commission understands, when recommendations <br />are made some are accepted and others are not. <br /> <br />Ms. Ricci noted that the prior administration did not engage the Park Commission <br />members. She said there has not been Council approval of any of the Ackert <br />Walkway project with the Chuck Berry statute. Ms. Ricci stated that Arts & Letters <br />had approval for the Chuck Berry statute in their minutes but was not listed as a <br />item on the agenda for that meeting. She felt that it still needed to come to Council <br />for approval. Ms. Ricci stated her notes show meetings with U City’s Park Director <br />and St. Louis City’s Park Director and St. Louis County but the Parks’ Commission <br />was not engaged. Ms. Ricci said they had the opportunity to review the driving <br />range lights issue but they are a recommending body and it was our understanding <br />that the recommendation was declined. She said that U City’s portion was signed <br />by City Manager Julie Feier but the other connecting cities were signed by their <br />Council. <br /> <br />Mr. Price said a recommendation from a commission is a recommendation only for <br />the Council and he did not receive one on the lighting for the driving range and in all <br />of his terms, he did not remember it ever being stopped before it got to the Council. <br /> <br />
