Session 1754 <br />April 26, 1999 <br /> <br />RESOLUTION: CERTIFICATION OF THE APRIL 6, 1999 ELECTION: <br /> <br />According to Article IX, of the City Charter, notification was received from the Board of <br />Election Commissioners of St. Louis County showing the results of the municipal <br />election held on Tuesday, April 6, 1999 to be as follows: <br /> Number of Votes <br /> <br />Proposition S YES 6,303 <br /> NO 3,035 <br /> <br />Mr. Schoomer moved approval of the certification of the election results. Mr. Sharpe <br />seconded, which carried unanimously. <br /> <br />Mayor Adams wished to thank the citizens of University City for showing their faith in this <br />program and in corning out to vote in such large numbers. <br /> <br />RESOLUTION: MAYOR PRO TEM: <br /> <br />This document stales the Mayor's choice, Councilmember Paul Schoomer, for Mayor Pro <br />Tem in case the Mayor is out of office and can not perform his duties. <br /> <br />Mr. Munkel moved approval. Ms. Colquitt seconded the motion. <br /> <br />Mr. Wagner says that this resolution is impoKant to have in place and he commends Mr. <br />Munkel for getting t through to the Council. He thinks that Mr. Schoomer would make an <br />excellent pro tem, however; he believes that Mr. Lieberman should be considered, because <br />of his senior standi,3g on the Council. <br /> <br />Mr. Wagner moved the amendment of the Resolution replacing Mr. Schoomer with Mr. <br />Lieberman. Mr. Scr~oomer seconded the motion. <br /> <br />Mayor Adams stated that, historically, the Mayor named a councilmember as pro tem, <br />knowing that they would be away and unable to fulfill their duty. Sometimes it was the <br />most senior member, sometimes not. Mr. Schoomer said that if the Mayor is not available, <br />the members of the Council will elect one of their own as pro tem, without regard to any <br />precedent to that office. He has never remembered a standing Mayor Pro Tem, although <br />the charter does call for it. <br /> <br />Mr. Munkel said that he believes that it is just good government that we have contingencies <br />planned, which is tile reason he put this resolution together some time ago.
