Hwy Traffic Issues: <br />MODOT, with its contractor Millstone Bangert will begin work to improve the <br />intersection at I-70 over Olive Blvd Friday, September 8th. Lanes will be closed <br />while the project is underway. By late September, I-70 will be restricted to two <br />Olive / I-70 <br />lanes until fall of 2008. The pre-construction meeting has been <br />slated for September 8 –although signage at Olive and I-70 indicates <br />th <br />construction will begin Sept. 5; I’ve been informed this will only be prep work. <br /> <br />In response to the New I-64 Project (Highway 40) the County is organizing a sub- <br />I-64 Connection (MoDOT Committee). <br />committee of the This traffic <br />management sub-committee will work through the course of the I-64 project with <br />the objective to maximize the throughput capacity of the non-highway 40 roads. <br />These are state, county, city, and municipality roads and streets. Based on our <br />analysis of the expected traffic conditions during the I-64 project developed <br />during the County Task Force proceedings, the County is confident that all the <br />local roads between Manchester and Olive, Ballas and the St. Louis City will be <br />over-tasked during peak periods for the years 2007 thru 2010. County Executive <br />Charlie Dooley appointed Mr. Garry Earls to organize and chair a sub-committee. <br />Bob Shelton has volunteered to act as co-chair. Ron Morris, Deputy Director of <br />the MoDOT Project Team will serve as our MoDOT point of contact. I have been <br />asked to participate on behalf of University City. The objective of the committee <br />is to widen choke points, reduce congestion, and coordinate traffic policies / <br />facilities/ systems to get all the efficiency from our roads that can be produced. <br />As I anticipate this will be a highly contested issue, I will keep you informed <br />regarding the monthly meetings. <br />Fire House 2 <br />The Fire Department must return to next week because their <br />current location has been let. The project is six months behind schedule and the <br />contractor has been provided notice of all deadlines. A punch list for Firehouse 2 <br />has been included for your review. Items not completed by the current contractor <br />will be put out for bid and completed by an alternate contractor if not complete by <br />September 7. Funds will be allocated from the incomplete contract to cover the <br />expense. Additional funds may be required to cover the cost of the additional bid <br />specs required. <br />For almost two years there has been discussion between central St. Louis <br />County municipalities regarding an agreement among municipalities and the local <br />MunicipalFire Department <br />fire union to develop general principles to governa <br /> <br />consolidation study <br />. I attended a meeting wherein it was clear the majority of <br />the municipalities did not approve of the framework previously discussed and <br />were not prepared to move forward with the current language. Most of the issues <br />surrounded predetermined goals and areas of authority and negotiation. A <br />revised agreement was distributed this week proposing that the study remain a <br />topic of conversation, but a more open framework, predominately a municipally <br />based study. The union has indicated they do not wish to participate with the <br />municipalities on the more broadly defined study and that they will proceed with <br /> <br />
