Session 1755
May 10, 1999

Joyce Montgomery, 1525 Nixon, wife of the applicant, appealed to Council to approve the
liquor license.

Mayor Adams declared the public hearing closed at 8:20 p.m.

Mr. Munkel askeo Mr. Ollendorff if any police calls had been made to this location since
the restaurant license had been issued. Mr. Ollendorff said that he was not sure and would
find out and get back to him.

Mr. Schoomer said that he was the one that moved denial the last time and when he did so
he had asked the applicant not to come back until some compromise had been reached
with his immediate neighbors. There is no such thing as a temporary license. He is very
reluctant to approve the liquor license in face of the opposition of the immediate neighbors,
and again will ha~.e to move denial.

Mr. Sharpe secondled the motion, which carried unanimously. The liquor license was
denied.

AGENDA #3 - 1999-2000 BUDGET PUBLIC HEARING:

Mr. Ollendorff has directed that a public hearing be held at this time to give the citizens the
opportunity to comment on the budget for the City's fiscal year beginning July 1, 1999.
The City Council will be reviewing the budget at a study meeting next Monday, May 17.
Citizens will have another opportunity to comment on budget matters at a second public
hearing on May 2zL

Mayor Adams opened the public hearing at 8:26 p.m. and immediately closed it for lack of
any requests to speak.

Mr. Lieberman has. a concern with the transportation of senior citizens in our community.
He said that OACAP does handle transportation for University City seniors for shopping
purposes and for taking them to meal sites. Most of the monies they receive come from the
MidiEast Area on Aging, which is federal dollars that they pass through to various
organizations in this area - OACAP being one of them. They also receive dollars from the
Senior Service Board in order to assist in the transportation effort. Unfortunately, because
of federal cutbacks, which effects OACAP, they are only allowing one transportation for
shopping per week OACAP will be asking the Senior Service Board for some more money
to try and offset this gap. It ends up back with the City, because we have dollars in the
general fund that gves money to the Senior Service Board for the purpose of transportation
for shopping, meal sites, medical visits, etc. Just a warning in advance that there may be a
request coming through for increased funding for the Senior Service Center.

7
