Meeting Notes– University City Bike and Walk Task Force
4.13.2011 and Page 2

information we do provide enriches the process. Lynette Hicks confirmed that Infrastructure
information is being provided by the City

Margaret noted that we need information on the location of bike racks. Lynette said the City would
provide what it has but that such information is incomplete.

John asked whether the Task Force and H3 are going down parallel paths and we should have H3
tell us what information it needs. Tim said H3 doesn’t know yet what the focus area of the City will
be so isn’t ready to ask us for information. H3 will have a detailed list for us later.

Sarah asked about the Safe Roads to School grant. Lynette explained that the City will send
someone to the March 31 workshop put on by Trailnet for this grant and will submit the grant
application in mid-April. Karl added that the City and school district apply together.

Tim explained how Task B and Task C work in the process, and that he expects H3 will develop up
to three options for the Master Plan to be presented for U City’s review—probably an overall strategy
with three possible focus areas, but possibly three overall strategies. Then one preferred option is
chosen and the final plan is written. Margaret noted that the Task Force report and
recommendations are due by early February 2012, after the date the final draft of the Master Plan is
due, so we could, in addition to supporting H3 turn our attention to other matters. The Master Plan
is not the limit of what we are charged to do; our responsibility is to get community input. Carol
moved that the Task Force accept H3’s proposed timeline and the conceptual framework presented,
seconded by Sarah. After discussion the documents were approved.

5) Stakeholder Interviews status
Margaret passed out a handout on the categories of stakeholders we have identified that
need to be represented in the stakeholder interviewers. Task force members were urged to
send potential participants names and contact information to Kevin via the Google group.
The following people volunteered to spearhead identifying potential participants in the listed
groups: Bikers, Sarah Hanly; Seniors, Margaret; Washington University students, David
Shane; Dog walkers and stroller pushers, Jane Schaefer and Beverly Jane Spudich; Dog
walkers in 3d ward, Phyllis; Big Shark, Sarah Hanly; Private subdivisions/neighborhood
association, Margaret; primary and secondary students, Beth Martin.

Names are to be submitted by March 8.

6) Subcommittees and working groups
The Task Force identified a need for the following additional subgroups, and the following
people volunteered to help with the listed subgroup:
Publicity Beverly Jane and Margaret
Private subdivisions Arno
Neighborhood associations (open spots)
Bike racks Nick and Shannon
Good Intersections Beth Martin and Jane
Complete Streets coordination Margaret and John
Bike/walk audit Carol, Margaret, Sarah, Phyllis

Nick asked whether we could do anything to make loop crosswalk markings better, such as
using a better color, and Shannon suggested use of textured pavements. Lynette explained
that there is a Uniform Code for color markings and textures, and that the City Traffic
commission has jurisdiction of this, except for state or county roads—Delmar being a County
