Session 1705, Minutes
September 8, 1997

15

BACK TO AGENDA NQ, 7- SITE PLAN- 695 !

OLIVE AT BARTMER;

Mayor Adams said that the applicant for Agenda No. 7 had appeared. The Mayor asked
the Council if they wished to hear from them even though the item had been voted on.
Consent was given.

Mr. Ollendorff reported to the applicants that the Council had approved the site plan
application with all conditions that were written, plus conditions deleting one eastern
driveway from Olive and that the building be partially brick. All that needed to be known
at this time, is if the applicant would accept all of the conditions.

Mr. Dan Fox, Midland Group, apologized for being so late. Mr. Fox introduced Mr. Joe
Porcelli with Hollywood Video.

Mr. Joe Porcelli, Hollywood Video, asked about the condition detailing that the driveway
off of Olive closest to Bartmet be deleted. Mr. Ollendorff said that they would like to see
only one driveway off of Olive rather than two and that it be the one further west. Mr.
Porcelli suggested making the entrance closest to Bartmet a right in/right out with a median
which would possibly eliminate the City's concern and make for better circulation in and
around the site. The more access points at this particular the site, the better. Normally,
he would not even make an issue of it, because they have many, many sites where there are
two, one off of each main street. This issue would also possibly need to go before the
Missouri Department of Transportation, as well. Mr. Ollendorff said that they were
concerned with having to many ingress/egress points from Olive, which is very busy. They
are adding a couple of new entrances to a major shopping center across the street from
them. The City has encouraged the shopping center developers to limit themselves to two
driveways, with a possible third.

Mr. Schoomer said that since this had already passed, he suggested that this go before the
Traffic Commission for comment and then that it come back before Council, if as an
appropriate action, to amend the site plan. Mr. Ollendorff said that the state highway
department would have to approve this also. Mr. Ollendorff suggested it go to the state
highway department first, then the Traffic Commission and then finally back to Council.

Mr. Ware asked the applicants to notify the neighbors behind their site of their plans to
develop the site.

Mr. Lieberman said that he thinks that what the applicant was trying to suggest was to
make the driveway closest to Bartmet a right turn in only and a right turn out only, which
would eliminate any left turns. It would not eliminate all interference with Bartmer traffic,
