Traffic Commission

6801 Delmar Boulevard, University City, Missouri 63130, Phone: (314) 862-6767, Fax: (314) 863-9146

addressed by implementing a “No through Traffic” prohibition on this block. The Public
Works Department recommends having a petition filled out and signed by over 70% of the
property owners of this block to consider this request.

Council Liaison Crow expressed that if a No through traffic restriction is implemented, it
would be expected to receive a petition from Washington Ave aswell, since it is a street
parallel to Teasdale Ave, and it can be assumed that most of the traffic cutting through
would be driving on Washington Ave. If cut through traffic is to be restricted on both
Teasdale Ave and Washington Ave, then Delmar Blvd, Jackson Ave and Pershing Ave
would be taking the amount of traffic they are designed to take. Public Works Department
requested that the Traffic Commission determine the need of a petition from all property
owners of the block affected by this request to future consider it.

Mr. McMurtrey requested information on the University Hills closed streets and Officer
Margul explained that this is a private subdivision and if Mr. McMurtrey wanted to turn
Teasdale into a private street, residents will have to take over maintenance of the street.
Council Liaison Crow stated typically private streets request to change to be public streets,
not the other way around. Commissioner Bondareff stated that No through traffic is a
good first approach. Mr. McMurtrey asked if he could obtain two separate petitions with
both options, “One-way” traffic designation on Teasdale Avenue and “No through Traffic”
on Teasdale Avenue. Ms. Gutierrez explained that in previous situations similar in nature,
resident gathering signatures presented both petitions to the residents in the affected area.
Ms. Gutierrez also noted that if the “One-way” option is preferred, a traffic study will need
to be completed in order for the Public Works Department to be able to provide a
recommendation to the Traffic Commission and then to City Council for approval.

Commissioner Brot made a motion to recommend to Mr. McMurtrey to obtain over 70% of
his neighbors’ signatures with a petition to establish a No through traffic restriction,
seconded by Commissioner Nichols and unanimously approved.

Ms. Gutierrez stated that the petition forms will be sent via email to Ms. Logan and Mr.
McMurtrey.

The meeting was adjourned at 7:30 p.m.

Minutes prepared by Angelica Gutierrez, Public Works Liaison

Traffic Commission Minutes – June 8, 2011 Page 3
