Request for New Position Classifications <br />Civil Service Board <br />December 2, 2010 <br />The Deputy City Manager and City Manager are requesting four new positions to be <br />approved by the Civil Service Board. Due to the lateness in the Board’s receipt of this <br />information, approval at this meeting is not being requested, but rather that the Board be <br />provided additional time to review these requests. The Board is requested to schedule a <br />meeting at their next opportunity for consideration of these positions. <br />Attached are job descriptions for these four positions and below is further information on <br />them as well as recommendations for appropriate Pay Grades. <br />Administrative Analyst - City Manager’s Office <br />This position will report directly to the City Manager for research, writing and special <br />This position is recommended at Pay Grade of 14 <br />projects. due to the need for <br />professional public administration work. This position replaces the previous Assistant City <br />Manager at Pay Grade 15. <br />Human Resources Manager – Human Resources Department <br />With the reduction of the Director of Human Resources and the Administrative Assistant in <br />Human Resources, a new position is recommended of Human Resources Manager. The <br />Deputy City Manager will serve as Personnel Director and will supervise this position. The <br />Human Resources Manager will process the routine day-to-day activities of recruitment, <br />handling of employee benefits, maintenance of personnel files and forms, and reporting. <br />This position will be a mid-manager level that may supervise part-time or shared clerical <br />This position is recommended at Pay <br />assistance for processing applications and filing. <br />Grade 15 <br />. The two previous positions were Pay Grades 22A and 10, respectively. <br />Finance Officer <br />This is a high-level management position responsible for managing the day-to-day financial <br />activities involved in maintaining the complex fiscal records of the City. This position will not <br />be a Director level position, but will report to the Deputy City Manager who will serve <br />officially as Finance Director and will still retain the highest level financial duties. The City <br />needs a position at this level due to the complex nature of the City’s finances and the need <br />for analytical review of employee work. This will assist in the timeliness and accuracy of <br />financial records. Previously the City had a position of Assistant Finance Director at Pay <br />This position is recommended at Pay Grade 23 <br />Grade 20. , which will be the same <br />salary range as 20P. The advanced level recommended is between the Assistant Finance <br />Director level and a Director Level. <br /> <br />
