Currently, the City has a total of two authorized Parking Controller part-time positions, and the department has requested that we change staffing to one full-time position and one part- time position. Below please find the justifications for this change provided by the Police Department. In the two years since the part-time position was introduced, the City has hired four part-time employees and only one remains. Two have left to find full-time work and one left due to performance issues. The cost of recruiting is high, not only in terms of advertising, but in lost productivity, uniform costs, training time and lost man-hours in advertising and tracking resumes, screening applicants and interviewing. One full-time Parking Controller could potentially write 80-100 tickets per week. Any vacant time in these positions results in lost revenue to the City as police officers have limited time to address parking issues. A full-time Parking Controller could fill-in for school crossing guards, freeing Police Officers to remain patrolling and answering service calls. Establishment of a full-time Parking Controller assists in better covering the hours of parking enforcement which are 8:00 a.m. to 8:00 p.m., six days per week.
