Request for New Position Classifications
Civil Service Board
April 20, 2011
The Personnel Director and City Manager are requesting the Civil Service Board approve
one new position classification and one reclassification from a part-time position to full-time.
The Board is being asked to review these requests at the April 20, 2011 meeting, and vote
on approval at the following meeting.
Below is a brief description of the positions and recommendations for the appropriate Pay
Grades. Attached are job descriptions and additional information.
Parking Control Attendant – Police Department
The City has been functioning with two part-time Parking Controller positions. The number
of hours for which the City is required to enforce parking meters has lengthened and there
continues to be substantial turnover in the part-time positions. These issues have created
difficulties in monitoring parking throughout the City. The Police Department has requested
one of the part-time positions be reclassified as full-time. The Parking Controller positions
This position is recommended at Pay Grade 3
report directly to the Police Captain.
($26,100 - $32,952).
Information Technology Manager – Administrative Services Department
In October 2010, the City combined several administrative areas and created the
Administrative Services Department, of which Information Technology is a part. At that time
the Information Technology support services of the City were outsourced. There were two
positions in the prior Information Technology Department which were a Director (Grade 22A
$65,448 - $82,272) and a Specialist (Grade 12 $39,096 - $49,392). Over the past few
months, City management has evaluated the needs of the City and the services provided by
the outsourced contract and are now making a recommendation for one new mid-
management level position of Information Technology Manager. The City will still have a
significant portion of the maintenance and support services provided by an outsourced
contract. The Information Technology Manager will manage the automated information
system operations of the City; install and maintain hardware and software applications;
provide server maintenance; troubleshoot problems; prepare specifications and solicit
proposals; coordinate projects; document procedures, inventory, and records, and
This position is
coordinate the work with the remaining outsourced contracts.
recommended at Grade 15 ($44,628 - $57,408)
.
This request would also eliminate the following positions:
Information Technology Specialist
Part-time Network Specialist (never filled)
Director of Information Technology
