SWEARING IN <br />Matthew Fillo was sworn in to the Uniform and Non-Uniform Pension Board. <br /> <br />H. CITIZEN PARTICIPATION (Total of 15 minutes allowed) <br />Richard Dockett, 6844 Crest Ave <br />Mr. Dockett addressed his concerns with MSD maintaining the stream and the losses <br />people experience from back-ups. <br /> <br />Rory Ellinger, 6925 Cornell <br />Mr. Ellinger was present to make a public announcement of a Legislative round-up he <br />was hosting at the end of the State Legislative session. He stated it would be at the <br />Library on Wednesday at 6:30 p.m. and welcomed any questions or suggestions. <br /> <br />Paulette Carr, 7909 Gannon Ave. <br />Ms. Carr spoke of her Sunshine request she had made on June 28 which she received a <br />response from the City Clerk that the City did not have any existing records as of date of <br />her request. Ms. Carr noted that Mr. Walker had commented at the last Council meeting <br />that the City did engage Advant for approximately $14,700 which was under his <br />authority for the FY 2011. <br /> <br />Elsie Glickert, 6712 Etzel <br />Ms. Glickert was present to address the issue of Ackert Plaza. She noted that the <br />minutes provided from the Park Commission in 2005 did not address Ackert Plaza. Ms. <br />Glickert noted that the Resolution approved in 2005 only spoke of the Greenway Bike <br />Path, nothing of Ackert Plaza or destruction of a historic monument. She stated the <br />Council needs to ask for a written contract as to what authorization does the Great River <br />Greenway have to do carte-blanch work on City’s property. <br /> <br />I. CITY MANAGER’S REPORT <br /> <br />1. <br />The Conditional Use Permit application for 7241 Olive Blvd; decrease property line <br />setback for construction of an addition in General Commercial District. Plan <br />Commission and staff recommended approval. <br /> <br />Mr. Glickert moved to approve, was seconded by Ms. Ricci and carried <br />unanimously. <br /> <br />2. <br />Edward Byrne Memorial Justice Assistance Grant Program for 2011 for purchase of <br />twelve (12) tactical rifles and six (6) ballistic vests for a total cost of $24,000 which <br />will be covered by the grant. <br /> <br />Mr. Price moved to approve, was seconded by Mr. Sharpe and carried unanimously. <br /> <br />L.
