Ms. Ricci said a Special Session of the Park Commission <br />was scheduled for July 12 and asked for anyone to contact her with anything in <br />reference to the proposed agenda items. She did suggest that if there is not a <br />quorum there should not be a meeting, as nothing can be voted on. <br /> <br />Mayor Welsch noted she attended her first Loop Trolley Transportation Development <br />District meeting along with Mayor Slay, County Executive Mr. Dooley, CEO of Metro, <br />Mr. Nations and U City Businessman Mr. Edwards. She noted that if all goes <br />according to plan the trolley will be up and running in the spring of 2013. Mayor <br />Welsch said she is continuing to work with a task force that is looking at the <br />distribution of sales tax in St. Louis County, and the Council will have a Special <br />Session on Monday, July 18 to consider bids on performing the City’s annual audit <br />services to the City. <br /> <br />Mayor Welsch noted that Council had at their desk what Boards and Commissions <br />appointments and reappointments were needed from each Councilmember. She <br />encouraged everyone to review their appointments and move forward as quickly as <br />possible. Mayor Welsch noted that a lot of appointments and reappointments were <br />held up since February 2011. Mayor Welsch stated that this list will be made a part <br />of the record. She encouraged all residents interested in being on a board or <br />commission to contact the City Clerk, especially with specific professional <br />background as building construction or structural or architectural engineering. <br /> <br />M. UNFINISHED BUSINESS <br /> <br />BILLS <br />1. <br />BILL 9115 – An ordinance and fixing the compensation to be paid to City Officials <br />and employees as enumerated herein from and after its passage, and repealing <br /> <br />Ordinance No. 6845. <br /> <br />Bill 9115 was postponed until next Council meeting. <br /> <br />2. <br />BILL 9119 – An ordinance clarifying and amending certain city ordinances relating to <br />the Olive Boulevard Central Tax Increment Financing Commission, District and <br />Redevelopment Plan; ratifying the actions of the commission with regard to the plan; <br />and accepting the transfer of assets from and dissolving the commission. <br /> <br />Mr. Glickert moved to approve Bill 9119 and was seconded by Mr. Kraft. <br /> <br />Mr. Price Called the Question and was seconded by Mr. Crow. Mayor Welsch asked <br />the City Clerk to poll the Council as to the motion to Call the Question. <br /> <br />Roll Call vote was: <br />AYES: Mr. Price, Mr. Crow, and Mr. Sharpe <br />NAYS: Ms. Ricci, Mr. Kraft, Mr. Glickert and Mayor Welsch <br /> <br />The motion to Call the Question failed. <br /> <br />Mayor Welsch noted that when she was at the meetings when the new rule for T.I.F. <br />came into effect.
