AYES: Mr. Kraft, Mr. Crow, Mr. Glickert, Mr. Sharpe, Mr. Price, Ms. Ricci and Mayor <br />Welsch. <br />NAYS: none <br /> <br />Bill 9119 carried unanimously and became Ordinance 6858. <br /> <br />3. <br />BIILL 9120 – An ordinance amending Chapter 10.36 of the University City Municipal <br />Code, relating to regulations for specific streets, by repealing Section 10.36.090 <br />thereof, relating to stop intersections – vehicles to stop at certain intersections, and <br />enacting in lieu thereof a new section to be known as “Section 10.36.090 stop <br />intersections – vehicles to stop at certain intersections,” thereby amending said <br />section so as to designate the intersection of Enright Avenue and Westgate Avenue <br />as a stop intersection; containing a savings clause and providing a penalty. <br /> <br />Ms. Ricci moved to approve Bill 9120 and was seconded by Mr. Glickert. <br /> <br />Roll Call vote was: <br />AYES: Mr. Crow, Mr. Glickert, Mr. Sharpe, Mr. Price, Ms. Ricci, Mr. Kraft and Mayor <br />Welsch <br />NAYS: none <br />Bill 9120 carried unanimously and became Ordinance 6859. <br /> <br />NEW BUSINESS to be introduced <br />RESOLUTIONS <br /> <br />BILLS TO BE INTRODUCED <br />Introduced by Mr. Crow <br />1. <br /> - An ordinance amending Chapter 10.44 of the University City Municipal <br />BILL 9118 <br />Code, relating to parking restrictions for specific streets, by repealing Section <br />10.44.010 thereof, relating to parking prohibited on certain streets at all times, and <br />enacting in lieu thereof a new section to be known as “Section 10.44.010 parking <br />prohibited on certain streets at all times,” thereby amending said section so as to <br />restrict parking at all times on the west side of Melville Avenue thereof from Delmar <br />Boulevard to Kingsbury Avenue, and on the north side of Loop South thereof from <br />Melville Avenue to ninety (90) feet west; containing a saving clause and providing a <br />penalty. <br /> <br />O. CITIZEN PARTICIPATION (continued if needed) <br />Gloria Nickerson, 7576 Blackberry <br />Ms. Nickerson said for the record, she emailed today each member of the Council about <br />her property flooding. She said what disturbed her is that she received no response <br />from her two Councilmembers. Ms. Nickerson for the record thanked Mr. Walker and <br />Mr. Kraft for their replies. She also thanked Mayor Welsch for speaking to her today <br />unannounced. Ms. Nicerkson noted that the flooding is a MSD problem with an out- <br />dated infrastructure. She said she did not fight after being turned down by FEMA in <br />1993 but will continue to fight her flooding in 2008, 2009 and 2011. Mr. Nickerson <br />stated she will fight with FEMA and the City of University City until something is done <br />collectively. She said she will await the response from the Public Works Department <br />and the Community Development Department. <br /> <br />P.
