13. <br />The Parks and Recreation new membership pricing tier as recommended by the <br />Parks’ Commission. Mr. Walker said this would provide for those who could not <br />commit to a longer term and a discount to those who could commit to a longer term. <br /> <br />Mr. Price moved for approval of the tier pricing, was seconded by Mr. Kraft and <br />carried unanimously. <br /> <br /> <br />L. COUNCIL REPORTS AND DISCUSSION <br />1. <br />Council Rules of Order and Procedure <br />Rules 14 last sentence was deleted; Rule 29 last sentence was deleted; Rule 30 <br />“Members of Council may not use their City position in conversing by e-mail, memo <br />or letterhead in support of any political candidate” was deleted and replaced with <br />“City letterhead and logos are to be used only for official City business and are not to <br />be used in support of any candidate.” <br /> <br />Mr. Price moved to approve the Council Rules of Order and Procedure as submitted, <br />was seconded by Mr. Glickert and carried unanimously. <br /> <br />2. <br />Chuck Berry statue being placed on City property, requested to be on the agenda by <br />Mr. Glickert. <br />Mr. Glickert clarified that the statue was not in Ackert Park but rather just to the side <br />of Ackert Walkway on City owned property. He noted that he had asked this be <br />placed on the agenda for discussion because it was the first time he has not received <br />whole-hearted support of this statue being place on public ground. Mr. Glickert said <br />he received an email from a member of the Arts and Letters Commission stating that <br />when the statue was presented to them, the position of the City was that it was a <br />done deal. Secondly Mr. Glickert said on the petition drive there was a member of <br />the Arts and Letters Commission who signed the petition against the placement of <br />this particular statue. He said this was something new and he was concerned about <br />the process. Mr. Glickert said he wanted this discussion to see what could be done <br />in the future to prevent the confusion from happening or to allay this concern that is <br />before Council right now. <br /> <br /> <br />CITIZEN COMMENTS <br />Richard Dockett, 6844 Crest Ave <br />Mr. Dockett said Chuck Berry is the father of rock and roll and known all over the <br />world and U City should continue to be the progressive City that it is. <br /> <br />Elsie Glickert, 6712 Etzel <br />Ms. Glickert was against the placement of the Chuck Berry Statue on City owned <br />property without City Council approval. She said this was a private tribute and <br />should be on private property. Ms. Glickert asked that the placement of the statue <br />be put on hold until the City gives it full intelligent, detailed, legal review and <br />discussion. She said on City property taxpayers will be responsible for the electricity, <br />maintenance and liability of this private tribute. Ms. Glickert said that sales tax <br />dollars have been misused in destroying and enlarging Ackert Plaza with the Chuck <br />Berry tribute in mind.
