steps taken prior to the time the concrete was poured. <br /> <br />Mayor Welsch said there is no question that Chuck Berry was born in St. Louis; <br />influenced the culture of this county and the world; will attract visitors to University <br />City who appreciate his music and culture contributions. The previous City Manager <br />and Mayor worked with local residents on this project and agreed to the placement of <br />this statue; information was presented to the Arts & Letters Commission and no <br />objections to the statue were made; that previous sculptures have been placed on <br />public land or in public buildings and that were not approved by the City Council. <br />Mayor Welsch said that politics should not enter into what is or is not valid art work. <br />She felt the statue of Chuck Berry is appropriate and will be positive for the <br />community. Mayor Welsch did not feel that the placement of the statue violated the <br />City Charter or any of the City ordinances. She said we should accept the previous <br />City Manager and Mayor’s decision and move on. Mayor Welsch stated that they <br />should review how this decision was made and how fully the people of U City were or <br />were not kept apprised of the discussions and decisions, to prevent a similar <br />circumstance in the future. <br /> <br />Gregory Pace, 7171 Westmoreland <br />Mr. Pace said he was in favor of the statue. He proposed that the City sell the <br />property to Mr. Edwards or his 501C and then it would be on private property. <br /> <br />3. <br />Council Liaison reports on Boards and Commissions <br />Ms. Ricci noted that she reported on the Commissions she is liaison to at the last <br />meeting and they have not had another meeting since then. <br /> <br />Mr. Kraft said the Library Commission reported on the three youths they have <br />working from the City Youth Employment Program. They felt it has been a great <br />success so far. <br /> <br />Mr. Sharpe said the Arts and Letters Commission covered several issues: the <br />sculpture series judging night on Tuesday, December the 13; a festival coming at <br />Heman Park; and a Photo Show. He said they have a lot going on. <br /> <br />Mayor Welsch stated she attended a meeting on Regional Economic Development <br />that was co-sponsored by St. Louis City and County and heard presentations from <br />development officials from Kansas City, Nashville and Oklahoma City that was quite <br />effective. She said she attended the U S Mayor Conference of Mayors annual <br />meeting in Baltimore and will give a report of what she learned at the next Council <br />session. The joint U City Olivette Task Force on Economic Development meeting <br />was delayed while staff finished the draft of the final report. The meeting is <br />rescheduled for Wednesday June 22. <br /> <br />M. UNFINISHED BUSINESS <br /> <br />BILLS <br />1. <br />BILL 9115 – An ordinance and fixing the compensation to be paid to City Officials <br />and employees as enumerated herein from and after its passage, and repealing <br /> <br />Ordinance No. 6845. <br /> <br />Bill 9115 was postponed until next Council meeting. <br /> <br />NEW BUSINESS to be introduced <br /> <br />
