RESOLUTIONS
1. Resolution 2011 – 10
Budget Transfers, Amendment #3 for FY 11.

Mr. Sharpe moved to approve Resolution 2011 – 10 and was seconded by Mr.
Glickert.

Mr. Crow asked for a point of clarification for the furnace at the Green Center in
remembering the ownership/lease arrangement, and wonder under what document
the City had the responsibility of putting in a new furnace.

Mr. Walker said he would provide that information to Councilmember Crow.

Mr. Crow asked if the landlord is responsible for furnaces, as he said he has at least
thirty leases and he is responsible for the furnace as the lessee in every single lease.

Mr. Crow said that the City did not own the building and questioned why the City
helps to maintain it by putting in a furnace.

Mayor Welsch stated that the City owns the building and the Green Center has a
twenty-five year lease with the City with a renewal option for an additional twenty-five
years.

Mr. Price noted that Item number 8 referenced increase waste causing higher
dumping fees than budgeted. He stated that if we are promoting proper recycling,
the rate of increase of waste should be at a slower rate or declining. Mr. Price said
this should be watched.

Mr. Crow asked Mr. Walker to provide him with a copy of the lease for the Green
Center. He said it seemed out of the ordinary for the landlord to be putting in a
$6500 furnace and assumed that someone had gone through the lease and made
that determination. Mr. Walker agreed and said he would provide a copy of the
lease.

Resolution 2011 – 10 carried unanimously.

BILLS TO BE INTRODUCED

2.
- An ordinance amending Chapter 10.44 of the University City Municipal
BILL 9118
Code, relating to parking restrictions for specific streets, by repealing Section
10.44.010 thereof, relating to parking prohibited on certain streets at all times, and
enacting in lieu thereof a new section to be known as “Section 10.44.010 parking
prohibited on certain streets at all times,” thereby amending said section so as to
restrict parking at all times on the west side of Melville Avenue thereof from Delmar
Boulevard to Kingsbury Avenue, and on the north side of Loop South thereof from
Melville Avenue to ninety (90) feet west; containing a saving clause and providing a
penalty.

Bill 9118 was removed from the agenda.

Introduced by Mr. Glickert
3.
