Richard Meyer, 6255 Clemens <br />Richard Meyer, spoke on the proposed Loop parking fees. He said people will not pay <br />for parking when there is free parking close by and thinks the parking available around <br />his building will be in jeopardy. He said that the revenues projected will not be collected <br />because people will still seek the free parking. <br /> <br />L. K. “Chip” Wood, Jr., 4604 Butler Bend Ct <br />Mr. Wood stated he was running for St. Louis County Assessor. He said as a real <br />estate officer he always received calls on how to appeal the County’s property <br />assessment. Mr. Wood displayed a chart showing property values in the County, down <br />about 36%, but said unfortunately the assessor’s office values were much higher. Mr. <br />Wood said the County is paying twice as much as the neighboring counties. <br /> <br />Lucille Harris, 7318 Midland View <br />Ms. Harris spoke of her concern with the communication of the Community <br />Development Department and the University City residents. She was disturbed about a <br />Community Development inspector knocking on her door at 7:30 p.m. to ask if the house <br />was vacant. Ms. Harris said she was told she was in violation of the vacant house <br />registration ordinance. When she questioned what ordinance they were talking about <br />she was told that it is publicized in newsletters that go out to the community. She felt <br />that someone in Community Development should have the responsibility of notifying <br />new home owners that they must comply with the vacant house registration within the <br />first thirty days of ownership. Secondly she was concerned that when she was applying <br />for her occupancy permit, she was told that she needed to obtain a permit for her hot <br />water heater and furnace even though her plumbing inspection had passed code and <br />the furnace had been inspected by Laclede Gas. <br /> <br />I. COUNCIL REPORTS AND BUSINESS <br />1. <br />Council liaison reports on Boards and Commissions. <br />Ms. Ricci stated she attended the Parks’ Commission meeting and emailed all of <br />Council about her concern that four commission members’ terms would be expiring <br />at the same time. She asked for suggestions on how to address that issue now <br />before it happens in 2013. <br /> <br />Mayor Welsch said the agenda has listed all of the Aquatics Task Force members <br />except for the newly added Kevin Taylor. The task force will meet for the first time in <br />April. <br /> <br />The Mayor said she attended the Economic Development Sales Tax Board meeting <br />at which they were making recommendations for items for this coming budget year. <br />On April 6, at 5:00 p.m., in the EOC Room of City Hall, there will be a Public Hearing <br />on the proposed budget for the Economic Development Sales Tax funds. <br /> <br />M.
