Mr. Hendel spoke of the problem he recently had while in the Loop. He stated he had <br />contacted the Mayor with his concerns and she got back to him right away and he <br />appreciated that. He said he is 21 but is always stopped and asked to produce a driver’s <br />license or a Wash U Student ID. He knows that a Wash U ID will now be accepted as <br />appropriate identification. He stated that Bill 9112 is so general that it could be used to <br />persecute anyone at all. Mr. Hendel said he does not go to the Loop on the weekends <br />to eat because of the police presence. Mr. Hendel said an increase in crime does not <br />mean you strip away the rights of the shoppers. <br /> <br />P. COUNCIL COMMENTS <br />Mr. Glickert asked people to look at the concrete work being done on Olive as it is a <br />great enhancement. Secondly he questioned the proliferation of mobile food trucks on <br />Olive. Mr. Glickert noted these trucks are an outdoor kitchen. He asked if the City <br />collects the sales tax that is charged while in U City and does the owner of the mobile <br />truck have health control points. Mr. Glickert stated that other cities have ordinances <br />governing this service and thought U City should look into it. <br /> <br />Mr. Sharpe said that he has not received any information on the I.D.A., L.C.R.A. and <br />T.I.F. and was wondering if Council could get the minutes in order to understand how <br />they work. Mayor Welsch said that these commissions only meet as needed. She said <br />Council receives minutes when they meet but the only meeting recently was the <br />combination of the Olive T.I.F. and the L.C.R.A., which was included in Council’s packet <br />this time. Mr. Sharpe noted that on May 25, the National Senior Fitness and Health Jam <br />will be at the Monsanto Family YMCA, 5555 Page. Lastly, Mr. Sharpe asked everyone <br />to look at their home insurance policy to make sure it covers what they think it covers. <br />Mr. Sharpe congratulated Mr. Glickert on his son’s graduation from college and Mr. <br />Price on his daughter’s graduation from college. <br /> <br />Mr. Price commended the City Manager on some of the recommendations of the budget <br />as helping the seniors and Youth. He noted the City Manager and the Police Chief have <br />been very cooperative in meeting with Mr. Sharpe and himself on the Loop problem. He <br />noted the bill was delayed because he was not in town to meet with the Police Chief <br />until just recently. Mr. Price said he has worked with the youth for a long time and said <br />that when they meet with the Chief, there is a strategic focus that has to come into play <br />to deal with a strategic problem. He said every teen that comes into the Loop is not <br />causing the problem but rather it is a small group, the majority of who are not from <br />University City. Mr. Price said the solution should come out to deal with the individuals <br />that don’t want to do right. He said everyone that goes to the Loop needs to abide by <br />the law. <br /> <br />Mr. Crow congratulated Mr. Price on his daughter’s graduation from medical school. He <br />also said he was pleased with the comments from the City Manager on some of the <br />changes to the proposal to the budget. He asked the City Manager where the City was <br />on the collection of the delinquent trash bills and an update on the pool sales tax <br />legislation. Mr. Crow asked if the Council could see how many pieces of property the <br />City has purchased and their cost thus seeing how the T.I.F. money has been spent <br />over the past several years. Mr. Crow said he was pleased to see a number of U City <br />residents speak to Council on Bill 9112 as it has more impact if heard from residents of <br />the City or University City. He thought it would always be a natural tension of protecting <br />the safety of the folks there and individual liberties. Mr. Crow thought the current <br />proposal was an all or nothing and needed to be tweaked. He asked all to come forward <br />to see where a healthy balance could be struck between people who want to enjoy the <br /> <br />
