<br />Mayor Welsch stated she attended the meeting on the joint task force of the U <br />City/Olivette for redevelopment and the final report should come before both <br />Councils in July. <br /> <br />M. UNFINISHED BUSINESS <br /> <br />BILLS <br />1. <br />BILL 9112 – An ordinance amending Chapter 9.08 of the University City Municipal <br />Code, relating to offenses against public peace and decency, by enacting therein a <br />new section to be known as “Section 9.08.042 obstructing or interfering with use of <br /> <br />sidewalks and streets”, and providing a penalty. <br /> <br />Bill 9112 was postponed until next meeting according to vote on approval of agenda. <br /> <br />2. <br />BILL 9115 – An ordinance and fixing the compensation to be paid to City Officials <br />and employees as enumerated herein from and after its passage, and repealing <br /> <br />Ordinance No. 6845. <br /> <br />Bill 9115 was postponed until next meeting according to vote on approval of agenda. <br /> <br />NEW BUSINESS to be introduced <br />RESOLUTIONS <br /> <br />BILLS TO BE INTRODUCED <br />Introduced by Mr. Kraft <br />1. <br />BILL 9117 - An ordinance clarifying and amending certain city ordinances relating to <br />the Olive Boulevard Central Tax Increment Financing Commission, District, and <br />Redevelopment Plan; ratifying the actions of the commission with regard to the plan; <br />accepting the transfer of assets from and dissolving the commission. <br /> <br />CITIZEN COMMENTS <br />Tom Peters, 7025 Maryland <br />Mr. Peters spoke on the inconsistencies and errors in drafts from minutes of the Olive <br />TIF Commission. He stated the minutes prior to March 2010 were very detailed and <br />motions were clearly stated. He stated that on November 2011 there was discussion on <br />legal, real estate matters to be considered in Executive session but no such session was <br />called and no recording of individual votes were mentioned. Mr. Peters also noted that <br />there were two members on the TIF and LCRA commissions and he said votes at both <br />commission should have been noted in the minutes. He followed up with questions: <br />Are there other active TIFs; and is there money to be left over to turn back in to the <br />constituents? <br /> <br />O. CITIZEN PARTICIPATION (continued if needed) <br />Meagan Colvin, 6 Princeton Ave <br />Ms. Colvin spoke on Bill 9112. She reiterated her issue with the bill in that she thought <br />that was not the way youth should be handled but rather let them be a part of a group to <br />decide what would be the best way to handle disturbances in the Loop area. Ms. Colvin <br />noted that there were already laws addressing unruly behavior and disturbing the peace. <br />She stated the young people she is working with in the Normandy School district said <br />they need to have more places to go to and things to do. <br /> <br />Marc Hendel, 7330 Lindell Blvd <br /> <br />
