Gomberg began shouting and ignored <br />the "layor's request to be seated. It became necessary for the Ila.yor to have <br />Mr. Gomberg removed from the Council chambers). <br />RECESS: <br />The Mayor called for a brief recess at 10:50 P.111. and at 11:15 P.li. the <br />Council reconvened. <br />Councilman Adams said that he would like to find a method, if at all possible, <br />for getting some information out to the people without prejudicing the case <br />and added that he understands what these people are asking for, that is, the <br />citizens of University City and the communities around University City. They <br />want to know some of the background material. Councilman Adams said that <br />between last year and this near he has been checking Arita various Police De- <br />partments around the State and has learned of one incident in Kansas City, <br />Missouri, which occurred in november or December of '73 where a policeman <br />shot a juvenile and the policeman was suspended, put on trial and was con- <br />victed. lie said he feels there is some misunderstanding of the Council's <br />function, and that should probably be cleared up to the citizens of Univer- <br />sity City. <br />Councilman Lieberman said he Inas some of the same concerns that Councilman <br />Adams has expressed about getting information to the community. Ile said <br />there are only limited ways to get information to the community, unfortunate- <br />ly, and almost none to get information to tha City of St. Louis, richmond <br />Heights, and other places where some of the people came from tonight. Ne <br />said the problem as he sees it is a way to disclose it and a way to do some- <br />thing which one speaker, 1Ir. Yates, brouglit up, and that is the matter of <br />authentication of evidence. <br />Councilman Grimm said he shares the concerns expressed by both Councilman <br />Adams and Councilman Lieberman, and feels that insofar as possible, every <br />effort possible should be made to get the information out to the public. <br />Mayor Kaufman said lie thinks this is one of the reasons -why the Council asked <br />for a Grand Jury investigation; the Grand Jury has the power of subpoena <br />which a citizens' group would not have, but he said he thinks the issues <br />raised by Councilmen Adams, Lieberman and Grimm do have merit. <br />Councilman tleissenburger suggested that perhaps the Director of Human Re- <br />lations, the City lianager and the Acting City Attorney can give some thought <br />to how best to get the information to the Community. <br />The City Hanager said that as indicated, the U.S. Attorney has been requested <br />to investigate this matter, which means the Department of Justice, and they <br />are investigating it, and this is taking place now. Councilman Neissenburger <br />observed that he thinks the City should receive a letter from the Grand Jury. <br />Discussion continued. iayor Kaufman said he thinks the newspapers would be <br />the appropriate means for releasing information, rather than any individual. <br />Councilman Werner said he believes that all information that the City has <br />should be released which can je given without jeopardizing the rights of any <br />persons. <br />
