Session 1120, Minutes Page 16 <br />December 15, 1975 <br />AME10 ARTICLE VII, SECTION 60, BY ADDING THE WORD SEI, BY ELIMINATING THE <br />WORDS PUBLIC OFFICE AND SUBSTITUTING IN LIEU THEREOF THE PHRASE POSITIONS <br />OF COUNCILMEMBER OR MAYOR OF THE CITY, BY ADDIYNG PERSONS IN THE UNCLASSIFIED <br />SERVICE TO THOSE PERSONS IN THE CLASSIFIED SERVICE, AND BY ELIMINATING THE <br />PHRASE ANY POLITICAL ORGANIZATION OR ANY CANDIDATE FOR PUBLIC OFFICE AND <br />SUBSTITUTING IN LIEU THEREOF THE PHRASE A14Y CANDIDATE FOR COUNCILIIEIBER <br />OR MAYOR OF THE CITY; TO AMEND ARTICLE XII, SECTION 115, BY ADDING THE <br />PHRASE OR OF INSTRUMENTALITIES THEREOF; DESIG14ATING THE POLLING PLACES AND <br />PROVIDING FOR THE GIVING OF NOTICE THEREOF." <br />The bill was assigned number 7111 and given its first reading. <br />COUNCILMAN WERNER: <br />At this juncture, 11:45 P.M., Councilman Werner, with permission of the <br />Chairman, left the Council meeting. <br />REFUSE COLLECTION COMPLAINT - MR. ARTHUR HOiiIGBAU11: <br />Mr. Arthur Honigbaum, 7741 Drexel, complained of a problem he is encounter- <br />ing in connection with collection of his refuse. He said he has experienced <br />no end of trouble with dogs, birds, etc., ripping open the plastic bags <br />which contain the refuse, and as a result, refuse is strewn all over the <br />street and sidewalks and lawn. He said he has observed that this situation <br />is prevalent throughout the city, and he is wondering who is responsible for <br />cleaning up the litter. IIr. Honigbaum said that in order to alleviate the <br />problem, he has been placing the tied plastic bags in metal trash contain- <br />ers at the curb; however, the refuse people refuse to take the bags out of <br />the containers. <br />City Manager Ellman said he would check into this and added that he sees no <br />reason why Air. Honigbaum should not be able to get service. He called upon <br />Air. A. B. Dieckgraefe, Director of Public Works, who said he has not had <br />direct contact in this instance, but the department has had some problems <br />in terms of cans being set out with refuse in them. Mr. Dieckgraefe said <br />it is the policy not to dump cans or leave cans at the curb line -- it is <br />the understanding that with the ore -way refute system all things placed at <br />the curb line will be put in the truck. He pointed out that Animal Control <br />is assigned to the bag areas every morning that collection is made from bags <br />in an attempt to try to curb dog problems - in some instances bags are not <br />adequately tied and that is another problem the administrative forces are <br />working on - there are some situations that are the least controllable <br />of these where birds or squirrels attack the bags. lie said where refuse <br />is not picked up early in the morning, bags can be placed out in the morn- <br />ing rather than at night, but basically the department tries to handle each <br />situation on an individual basis including cleaning up in instances where <br />there is no responsibility on the part of the property owner. He said they <br />have also been tagging cans to communicate to people that they are not to <br />be placed out at the curb line. <br />Mayor Kaufman said he would like to see the number of similar complaints <br />and asked that the administrative forces review this complaint and submit <br />a recommendation to the Council. <br />Councilman Adams asked whether it would be possible to start the collection <br />
