He said five candidates t7ere interviewed and thereafter the <br />Council members were given the opportunity of submitting any other names of <br />candidates - two were recommended. One declined to be interviewed on the <br />grounds that he was flattered to be invited to be interviewed, but that he <br />did not think he had the qualifications; the other did appear for an inter- <br />view - he was interviewed - and thereafter the Council made its determination. <br />The Hayor added that he thinks it is appropriate to have this in the record <br />also. <br />OATH OF OFFICE - MR. DENNIS ROSELIlAN: <br />Mr. Dennis Roselman, recently appointed as a member of the Library Board, was <br />sworn in by the City Clerk. On behalf of the Council, Ilayor Kaufman expressed <br />appreciation to lir. Roselman for his willingness to serve in this capacity <br />and assured him that the judgments of all of the City's boards and commissions <br />are of great value to the Council in its deliberations. <br />CITY IIA13AGER' S REPORTS: <br />PUBLIC HEARING - PROPOSED AMENDIIIIdTS TO CITY CHARTER: <br />A public hearing scheduled for this evening to consider the final report of <br />the Citizens Charter Review Committee to amend the City Charter was opened <br />by Mayor Kaufman. (A previous public hearing had been held on December 8th, <br />1975.) <br />Mr. Maury Poscover, Chairman of the Citizens Charter Review Committee, intro- <br />duced members of the Committee: Ilrs. Zelda Epstein, ilr. John Gianoulakis <br />and IIr. Richard Ratcliff, who were present. Mrs. Ruth Seelig and Mr. James <br />Young were unable to be in attendance, but had been present at the public <br />hearing last week. <br />Mr. Poscover summarized the recommendations contained in their final report. <br />In brief, they are: <br />1. The term "Councilman" should be changed to "Councilmember." <br />2. The residency requirement for a Councilmember shall be changed from <br />three years (consecutive years immediately prior to his or her election) <br />to two years. <br />3. Compensation for the Mayor should be increased to $1500 (annually) and <br />for Councilmembers to $1200 (annually). <br />4. A new conflict of interest section which requires all members of the <br />Council who have personal or private interest in any measure or bill <br />pending before the Council to reveal the existence of an interest and <br />abstain from voting or file a written report of the nature of the in- <br />terest,with the City Clerk, prior to passing on the measure or bill. <br />5. Deleting the requirement that the City Manager must also be the Director <br />of a department. <br />6. Instead of listing all of the administrative departments and boards and <br />commissions, giving the Council the power to establish those which the <br />Council feels necessary. <br />Continued, next page <br />
