He said five candidates t7ere interviewed and thereafter the Council members were given the opportunity of submitting any other names of candidates - two were recommended. One declined to be interviewed on the grounds that he was flattered to be invited to be interviewed, but that he did not think he had the qualifications; the other did appear for an inter- view - he was interviewed - and thereafter the Council made its determination. The Hayor added that he thinks it is appropriate to have this in the record also. OATH OF OFFICE - MR. DENNIS ROSELIlAN: Mr. Dennis Roselman, recently appointed as a member of the Library Board, was sworn in by the City Clerk. On behalf of the Council, Ilayor Kaufman expressed appreciation to lir. Roselman for his willingness to serve in this capacity and assured him that the judgments of all of the City's boards and commissions are of great value to the Council in its deliberations. CITY IIA13AGER' S REPORTS: PUBLIC HEARING - PROPOSED AMENDIIIIdTS TO CITY CHARTER: A public hearing scheduled for this evening to consider the final report of the Citizens Charter Review Committee to amend the City Charter was opened by Mayor Kaufman. (A previous public hearing had been held on December 8th, 1975.) Mr. Maury Poscover, Chairman of the Citizens Charter Review Committee, intro- duced members of the Committee: Ilrs. Zelda Epstein, ilr. John Gianoulakis and IIr. Richard Ratcliff, who were present. Mrs. Ruth Seelig and Mr. James Young were unable to be in attendance, but had been present at the public hearing last week. Mr. Poscover summarized the recommendations contained in their final report. In brief, they are: 1. The term "Councilman" should be changed to "Councilmember." 2. The residency requirement for a Councilmember shall be changed from three years (consecutive years immediately prior to his or her election) to two years. 3. Compensation for the Mayor should be increased to $1500 (annually) and for Councilmembers to $1200 (annually). 4. A new conflict of interest section which requires all members of the Council who have personal or private interest in any measure or bill pending before the Council to reveal the existence of an interest and abstain from voting or file a written report of the nature of the in- terest,with the City Clerk, prior to passing on the measure or bill. 5. Deleting the requirement that the City Manager must also be the Director of a department. 6. Instead of listing all of the administrative departments and boards and commissions, giving the Council the power to establish those which the Council feels necessary. Continued, next page
