Adding a provision permitting the City to invest in obligations of the <br />United States or instrumentalities thereof. <br />9. Enlarge the Civil Service Board from three to five members. <br />10. Section 60 which prohibits any city employee from participating in any <br />public election has been amended to now limit that prohibition to <br />elections involving the position of candidates for Councilmember or <br />Mayor of the city. <br />11. Delete the words "with the approval of the Council" in Section 28, Sub- <br />paragraph (4) and insert in lieu thereof the words "....subject to pro- <br />c�.!dures esta:,lialied ')y t:.e Council." <br />Mr. Poscover invited members of the committee to make any comments they <br />might wish to make, and also stated he would be glad to answer any questions <br />raised by members of the Council or the audience. <br />Air. Gianoulakis observed that members of the Committee and the Council owe a <br />great debt of gratitude to Mr. Poscover for the fine job he has done. Air. <br />Gianoulakis discussed several of the proposals:(1) to increase the compensa- <br />tion of the Mayor and members of the Council and explained why he thinks it <br />is justified9(2) the term "Councilmember" - he thought this was the best of <br />all that had been suggested; (3) reduction of the residency requirement to <br />two years, which he felt was a reasonable amount of time. <br />Upon inquiry by Mayor Kaufman whether any citizen desires to be heard, Air. <br />B. C. Faherty, 8744 Delmar, came forward. He voiced his opinion, explaining <br />that he believes the compensation of the Mayor and members of the Council <br />should be increased, but it is a matter that should be very carefully con- <br />sidered. He objected to the discontinuance of the provision which requires <br />the City Clerk to countersign checks, and felt that two signatures provide a <br />safeguard. He expressed the view that the residency requirement ought to <br />remain at 3 years. <br />Air. Rubin Schlafman, 747 Yale, congratulated the Citizens Charter Review <br />Committee on the excellent job they did, and said he particularly wants to <br />commend the committee for the action taken with regard to Section 60 which, <br />in effect, returns to the city employees the right to participate in public <br />elections (with the exception of elections involving the position of Council - <br />members or Mayor of the city). <br />Mr. Poscover said it is the recommendation of the committee that each of the <br />sections be presented to the voters in such a manner that they can vote on <br />each one individually. He suggested that the actual language of the amend- <br />ments be contained on the ballot so that the voter may see the actual language <br />rather than a summary, regardless of the type of voting procedure that is <br />necessary. <br />In response to an inquiry by Councilman Glickert, Air. Poscover said that the <br />penalty section found on page 32 of the Charter should be included in the <br />Section 60 which they are recommending. <br />Mayor Kaufman thanked the committee for their fine cooperation, and closed <br />the public hearing at 8:50 P.M. <br />
