Session 1120, Minutes <br />December 15, 1975 <br />Page 7 <br />3. Training activities should be strengthened with particular emphasis on <br />pre -fire planning. <br />4. Inspectional procedures for fire prevention purposes should be revised <br />with greater emphasis placed upon establishing a statistical basis for <br />determining the effectiveness of the inspectional effort. <br />5. Improvement should be sought in dispatching procedures to reduce response <br />time and insure proper indoctrination in fire department terminology and <br />basic practices of all communication center personnel. <br />6. The city should consider in future hose purchasing the acquisition of <br />larger diameter hose to be used as supply lines to increase water carry- <br />ing capabilities. <br />Councilman Weissenburger suggested placing a copy of the report in the Library. <br />This will be done. <br />Hayor Kaufman said he would like it to be clear that the report has been <br />received by the Council, but it is not before them this evening for adoption; <br />it is before the Council for the purpose of hearing comments from members of <br />the public and for study by the Council. The Nayor said that over the years <br />the Council has had studies made - a Police Department report was made about <br />a year and a half ago by the same agency, and prior to that, a Transportation <br />Study was made, as well as a Park Department study. fie said the fact that <br />there are certain conclusions in the report doesn't necessarily mean that <br />the Council agrees with all of the conclusions; some of the recommendations <br />may be implemented in time, others may be discarded as not suitable for <br />implementation by this city, but he said he would not want anyone to believe <br />that the Council is going to move forward and act upon this report tonight <br />or next month or five months from now. The Council is going to study the <br />recommendations and ultimately come to some decision, but as the Council re- <br />views them they will be discussed again on the floor of the Council - perhaps <br />on a piecemeal basis as was done with some of the other reports. The Mayor <br />pointed out that some of the previous reports were not followed in any degree, <br />others merely in partial degrees. <br />The City Manager was questioned by members of the Council on the substance <br />of the report. Councilman Glickert asked about the background of the staff <br />members of PAS making the report, which was answered by City Manager Ellman. <br />She also brought up the matter of ambulance driver's training and the City <br />Manager discussed this. <br />Fire Chief Harvey replied to numerous inquiries, some concerning the duties <br />of the Fire Marshal with regard to inspections. Councilman Glickert com- <br />plimented the Fire Department on their fire prevention program insofar as the <br />apartment area in the Loop, and she said she would like to encourage that <br />kind of inspection to continue - not be decreased. The Fire Chief explained <br />the type of inspections made by Fire Department personnel, and also stated <br />that they have published a pamphlet which is distributed to managers of high- <br />rise buildings, which, in turn, is given to the occupants and this pamphlet <br />serves an educational purpose. <br />Councilman Lieberman expressed the view that he is very much concerned about <br />the City maintaining a minimum level of fire -fighting service. <br />Continued, next page <br />
