He commented that although accidents do occur, it does not <br />necessarily follow tiat the accident is the result, exclusively, of the pro- <br />truding of the monuments into the street; it could be a combination of factors. <br />Ile called attention to the fact, also, that proposals have been made to change <br />the traffic patterns at that location, and the Traffic Commission at its last <br />meeting considered a change in the turning pattern to try to ameliorate the <br />situation somewhat, and they will try to come to a decision on this matter at <br />their next meeting. Ile said he will then communicate these findings to the <br />County Council, and to Fir. Daykin (Director of Highways and Traffic of St. <br />Louis County) in particular. <br />Mr. Knipmeyer expressed concern that neither the Hayor nor the City Manager <br />advised the other members of the Council, or the public, of a communication <br />they received from Itr. Daykin concerning the traffic record at this location. <br />Councilman Glickert pointed out that even if the City was desirous of removing <br />the Lions, it would have no legal authority to do so since they have been de- <br />clared a national historic monument; further, that there is very heavy traffic <br />on Delmar at all hours and motorists cannot drive carelessly without risking <br />an accident. With all things considered, she said, the Council has not been <br />made aware of any particular traffic hazards. Other members of the Council <br />also spoke along these lines. <br />Councilman Weissenburger said that the Council has received no new information <br />on this matter over two years ago when it considered this, and he asked orhether <br />there is any desire on the part of the Council to move in a direction other <br />than what is being done. Ile added he doesn't believe any sense of urgency has <br />been impressed on the Council. <br />i-layor Kaufman informed Mr. Knipmeyer that there is no further interest on the <br />part of the Council; none of the members of the Council has indicated any <br />willingness to move other than in the direction already taken. <br />RECESS: <br />Mayor Kaufman called for a brief recess at So45 P.11. and at 9:00 P.11. the <br />Council reconvened. <br />oancilman ?Ieissenburger asked to be brought up to date on the I1cAlone affair <br />and said he is wondering whether they are operating, under the name of IZitty's <br />again, but he is under the impression that the license was issued in the name <br />of IicAlone's. City imager Ellman explained that that is correct; their li- <br />cense is expiring December 31st, 1376 - it is a matter of tit-Ang. He said <br />he checked the matter out with the attorney and in the interval it would take <br />to call for a hearing for them, the due process involved would be such that <br />their license would be out, because this is the last meeting of the Council <br />for 1976. The City Iianager further explained that they have been notified <br />that the City is not accepting an application - should they come before the <br />Council submitting a new application, the Council may, of course, act as it <br />wishes upon it. <br />Councilman 17eissenburger asked whether he understands correctly that the li- <br />cense was issued in a name other than that under which they are operating now <br />and the City Manager said that is correct. <br />
