Session 1149, Minutes Page 11 <br />December 20, 1976 <br />TAX STATUS - INSURANCE BUILDING: <br />Councilman Weissenburger inquired as to the tax status of the Insurance <br />building (on Delmar), and the City 11anager said he understands that the <br />assessment against that building would disappear because a public agency, <br />the St. Louis Art Tluseum, would be holding it and as such it would be re- <br />moved from the books. He added that this is a substantial loss to the <br />School District and to the City. City 13anager Ellman said he requested <br />Hr. Parke, Executive Director of the Land Clearance for Redevelopment Author- <br />ity to interview the Director who has his office there to find out what his <br />plans are, but has not had a reply as yet. <br />Councilman Weissenburger asked whether, if they move out and lease the build- <br />ing as income producing property, it would be taxable under those circum- <br />stances. City Tanager Ellman said he is not too certain, but the adminis- <br />trative forces will be watching the matter very closely. Discussion con- <br />tinued and the City flanager answered questions. <br />CONTt I113UTION TO PENSION FUND: <br />Councilman Weissenburger said he noticed that a letter has been sent to 'Mrs. <br />Arthur Kerth, 8328 Delmar, by Fire Chief Harvey, on the matter of a donation <br />siie made to the Police and Firemen's Pension Fund, and lie said he would like <br />a letter to be sent to firs. Kerth on behalf of the City Council thanking her <br />for the contribution, as well. It was so ordered. <br />IMIETING - GREEN PAM7, HATTER: <br />Councilman Weissenburger said he assumes that the meeting is going ahead as <br />planned for January 11th at the Community Center with regard to the Green <br />Park matter. The City Manager indicated that is correct, and said that he <br />has seen a copy of the letter which is being sent to the affected residents, <br />inviting them to the meeting. <br />BOYS TOWN OF MISSWRI: <br />Answering a question by Councilman Nooney, the City Hanager reviewed the <br />status of the matter of the building at 6305 Cabanne, formerly occupied under <br />a Conditional Use Permit, issued by the City, to Boys Town of Itissouri. The <br />County now proposes to establish a T:Tork Pelease Program at this location. <br />The City Hanger stated he has received no replies to his two letters re- <br />questing that the property be restored to its original condition - an apart- <br />ment building. He stated that the County Council intends to proceed on this <br />matter. <br />There was discussion and Councilman'ooney felt that the City Council ought <br />to take some immediate action to block this in every -uay possible. Council- <br />man Glickert suggested that letters be sent to the members of the County <br />Council expressing strong opposition. Hayor Kaufman felt it might be better <br />for members of this Council to contact the members of the County Council by <br />phone. Councilman Glickert expressed the view that calf could be made in <br />addition to the letters. Following furtaer discussion, it teas agreed that <br />letters be sent to each member of the County Council indicating the City <br />Council's concern about this matter. <br />Councilman Lieberman was of the opinion that in light of tie City's exper- <br />ience with Boys Town, it might be well in the future when negotiating with <br />concerns such as this that a contract be dra=m stating the number of days <br />in which action has to be provided under duress of law. Mayor Kaufman sug- <br />gested that the next time a matter arises, similar to this, where one of <br />
