Councilman <br />Glickert suggested that the one in question would have their bills separated <br />b raise food is purchased from one vendor and liquor from another, and through <br />that source the percentage could be determined. <br />TRIBUTES - ".fit. AND IMS. LEO DREY: <br />Councilman Glickert called attention to honors which were recently bestowed <br />upon two University City residents, IIr. and lirs. Leo Drey, 515 67est Point, <br />during the last few weeks for some of their outstanding community activities. <br />Pars. Drey had been recognized by the American Jewish Congress and Mr. Drey by <br />the Department of Interior and she suggested that congratulatory letters be <br />sent to them on behalf of the Council. City Nanager llman said that a <br />letter in the Council's name has already been sent to Mr. Drey, and will be <br />follox<7ed with a letter to Firs. Drey. <br />Councilman Glickert moved accordingly. PPotion was seconded by Councilman <br />Grimm and unanimously carried. <br />PROPOSED ORDINANCE - IMEPIUG TOGS IN AT BIGHT: <br />Councilman Glickert said she had requested a bill be prepared which would Pro- <br />hibit dogs from being kept outdoors after a certain hour at night. She said <br />she understands that Bel 'Midge in St. Louis County has adopted an ordinance <br />similar to what she is requestiu and she asked that a copy of their ordin- <br />ance be obtained. <br />AFFIL'.PIATIVE ACTIOPd PLAN: <br />Councilman Glickert called attention to a memo from the City Tanager, dated <br />December 16, 1976, concerning implementation of an Affirmative Action Plan, <br />and she asked for clarification wit4 regard to this matter. The City PTanager <br />said this is pursuant to the Council's instructions and request that when an <br />application is submitted to the :'ederal government for any funds that the <br />Council be advised. Lie said lie is indicating that this application is being <br />made of the Federal government under the Intergovernmental Personnel Act of <br />1)70. He added that it doesn't mean the City will get the amount of $5,000 <br />being requested to be used to assist in implementation of an Affirnative <br />Action Plan, but it would be helpful if the funds are approved. <br />FRIEND OF THE COURT - REAL ESTATE SIGHS: <br />Councilman Glickert noted that a memorandum was recently received by the <br />Council from the administrative forces with regard to joining the City of <br />Oak Park, ilichigan in an t-micus Brief in a case docketed for January in the <br />Supreme Court of the United States involving real estate signs. The counsel <br />for Oak Park, :Michigan has estimated the cost will be between $5,000-$6,000. <br />Mayor Kaufman suggested that the Council can consider having the Acting City <br />Attorney file an Amicus Curiae Brief indicating that the City is on their <br />side, but it is up to the Council to make a decision as to uliether they want <br />to spend any additional monies. <br />Acting City Attorney Sheehan stated that he has since contacted the counsellor <br />of Oak Park and was informed that they are trying to coordinate this in some <br />way through iron Clark, Executive 'Director of the St. Louis County League of <br />Municipalities. He added that he doesn't know what kind of a response he <br />will get through LSr. Clark or how many communities will be interested. Hayor <br />Kaufman suggested that the matter be deferred until further information is <br />
