Session 1149, tlinutes Page 7 <br />December 20, 1976 <br />ST. LOUIS COUIUY - REHABILITATION WAIT PROGRAM: <br />Councilman Lieberman observed that. oa December 8, 1976, an article appeared in <br />the newspapers concerning the St. Louis County government assisting municipali- <br />ties in rehabilitation loan programs. He pointed out that the City of Univer- <br />sity City is very interested in this type of a program, and its own program <br />is working out successfully; in fact, University City leads the County in <br />that matter. He said he specifically asked the administrative forces to check <br />with the County to find out how St. Louis County will assist municipalities. <br />He said if he understands correctly, their offer is to offer administrative <br />advice or assistance to those communities who have budgeted their own Community <br />Development Funds for rehabilitation loans, and it does not mean that the County <br />will make loan funds available to municipalities or to make County loans to <br />homeowners within those municipalities. He said he understands that the County <br />has completed five loans to homeowners as of November 30th. <br />He said the City of University City has made 47 loans, but the point he is <br />trying to make is that again this is an example of St. Louis County using <br />municipalities within St. Louis County for their own ends and not benefiting <br />this community. He asked whether those loans are to homes in unincorporated <br />areas, and said that if so, how can they possibly exclude the homes within <br />municipalities which are eligible for those rehabilitation loans because the <br />source of their funding is based on a formula which is based on the total <br />population of St. Louis County, and obviously University City is part of that <br />population. He added that this would include Florissant, Webster Groves, <br />Kirkwood, and the rest of the municipalities in St. Louis County who would <br />have the same right to those rehabilitation loans of that program that people <br />:'.n the unincorporated areas have. <br />Councilman Lieberman requested that the administration pursue this further be- <br />cause University City has applications, filed by residents who can qualify for <br />those kinds of rehabilitation loans and they are being; presented to the City <br />Hall of University City for use of University City Community Development Funds, <br />when they can just as well be transferred to St. Louis County because they are <br />making use of their loan funds in that manner, too. <br />Mayor Kaufman said he thinks the policy of St. Louis County would be to make <br />loans only in unincorporated areas, but he thinks the point Councilman Lieber- <br />man is making is that perhaps they can establish some funds to allocate to <br />municipalities so that the municipalities can take the money and then implement <br />it. <br />The Mayor added that he thinks it would be important to determine out of all <br />of the Revenue Sharing Funds how much is allocated to the unincorporated areas <br />and what portion they do allocate to the incorporated areas. lie said he knows <br />that a substantial part of it is used for Police Services in the unincorporated <br />areas. <br />50% FOOD REQUIRMHENT - TAVERNS: <br />Councilman Glickert called attention to a memo from the administrative forces <br />regarding bars and taverns which are up for renewal of licenses. She said she <br />had specifically requested some information concerning the 50% food require- <br />ment and the communique does not specifically specify that this requirement <br />has been met by all of the establishments. <br />The City Manager explained that following Councilman Glickert's request, an <br />auditor was sent out to examine those establishments which did not have a <br />grandfather clause protection in treat respect and it was found that one of <br />
