Session 1149, Iiinutes Page 6 <br />December 20, 1976 <br />present seemed to pretty b:Tell endorse the recommendations of the administra- <br />tion, and therefore, lie said, he moves that the Revenue Sharing funds that <br />will be allocated to University City be designated as follows: <br />$110,000 for Public Safety <br />40,000 for Environmental Protection <br />129000 for health <br />13,200 for .recreation <br />19200 for Transportation <br />5,320 for Library <br />The total amount is $169,720 and that figure includes an interest receipt of <br />$1,360 to then match the $168,362 in Uevenue Sharing Payments due from the <br />Federal government. <br />City Tanager Ellman stated that what Councilman Lieberman has listed is, of <br />course, the general distribution of funds which may be specifically obtained <br />by adopting, by motion, the two pages that have been submitted to the Council. <br />These pages will then become part of the municipal budget by that motion. <br />Notion by Councilman Lieberman was seconded by Councilman Grimm and unanimously <br />carried. <br />Councilman Lieberman then moved that the Budget of 1976-77 of University City <br />be amended in accordance with tl-ie pages that were submitted to the Council by <br />the City 1,1anager, dated December 14, 1976. Ifotiori was seconded by Councilman <br />Weissenburger and unanimously carried. A copy of the two pages are attached <br />hereto and made a part of the record. <br />Councilman Weissenburger said he thinks it would be appropriate that people be <br />aware that there will be other Revenue Snaring Fund matters coming before <br />the Council as it gets into the next budget. <br />CONHUNITY DEVELOPHEI:T ACT FUUDS n <br />Councilman Gl.ickert said she assumes that the Community Development Act Funds <br />which the City obtained had been deposited in a bank. The City Manager ex- <br />plained that the Federal government does not permit a municipality to keep <br />any Community Development Act Yunds it transmits over any length of time. <br />The City is on a letter of credit basis and expenditures must be made within <br />four or five days for the purposes designated. Councilman Glickert said she <br />has reference to the rsonies received for the sale of ground on Olive, and the <br />City iianager said this unspent portion is drawing; interest. <br />STIOKE DETECTORS: <br />Councilman Adams requested that a bill be prepared dealing with smoke detect- <br />ors. This would be a part of the SOCA Code. He said he thinks it is neces- <br />sary that smote detectors be required in multi -family units whether new or <br />old buildings. Ile said that at a future date, he would like the Council to <br />discuss the possibility of requiring smoke detectors in single family dwell- <br />ings. <br />Mayor Kaufman suggested that this be made as a recommendation to Mr. Al Gold- <br />man, Director of Planning, who can then advise the Council whether this will <br />be appropriate and if so, provide sorae guidelines. Councilman Adams said <br />this would be satisfactory to him. The Mayor said if Mr. Goldman thinks the <br />recommendation is appropriate, Lie can have a bill prepared, but if there are <br />objections he can present these at the next meeting. <br />
