<br />cannot understand why the Crawford study has suggested a three-way stop at
<br />Noel and Laughlin since there is no entry to the school yard at that point.
<br />Councilman Glickert and Councilman Lieberman agreed that this is very illogical
<br />and said they cannot support this.
<br />City Manager Ellman explained that the bill Councilman Glickert was making
<br />reference to had been defeated at the last meeting (Hill No. 7165) and the
<br />Bill which had just been introduced and read (Bill No. 7169) is a new bill.
<br />He said the Council may, of course, make any amendments that it may wish to make
<br />before the bill is adopted as an Ordinance. He pointed out that the bill may
<br />be amended and adopted at the next meeting, of the Council.
<br />Councilman Glickert said she would like the Council to study the two locations
<br />that she had brought up.

<br />The bill was assigned number 7170 and given its first reading.
<br />PUBLIC HEARING - GENERAL REVE14UE S14-ARING FUNDS:
<br />The Mayor opened a public hearing scheduled for this evening with regard to
<br />budget changes necessary to permit the appropriation of $169,720 received
<br />under the General Revenue Sharing Act of 1976, and he inquired whether any
<br />member of the public desires to be heard on this matter. There was no re-
<br />sponse.
<br />The City Hanger, reviewing the matter, explained that this money is for the
<br />present budget year, that is to say it will be spent in the period January 1
<br />to June 30, 1977. Subsequent to a hearing on this matter which the City
<br />called in order to conform to what was believed to be Federal requirements and
<br />at the same time adherence to State law and the City's Charter requirements,
<br />the Council may adopt by motion the use of such funds in a revised General
<br />Fund bud;et according to a tabulation that has been submitted to the Council.
<br />Councilman Lieberman observed that at the public hearing at the last meeting
<br />of the Council, it appeared to him that the members of the public who were
